- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-41. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. However, this requirement is unrestricted and all interested quoter's may submit a quote. The National Institute of Standards and Technology (NIST) has a requirement for Two (2) Tunable Diode Laser Systems, One (1) operating at 780 nm and another at 1529 nm. The Two (2) systems shall have fully developed hardware and software for controlling and stabilizing laser beams to attain the quality necessary for high-resolution spectroscopy of long-lived atomic states. All equipment must be new. Refurbished and or remanufactured equipment shall not be considered for award. All interested Contractors shall provide a quote for the following line items: Line Item 0001: Quantity One (1) each, Tunable Diode Laser system at 780 nm that shall meet or exceed the following minimum specifications: 1. Grating Stabilized, external cavity diode laser; a laser diode operating in the range from 770 nm to 795 nm (nominal range) must be included; 2. Laser diode output power: 80 mW or higher; stronger consideration shall be given to a system with higher output 3. Optical Isolation: greater than 60 dB in the range 770 nm to 810 nm; 4. Laser head with enhanced mechanical stability to minimize noise coming from acoustic and thermal perturbations; 5. Mode-hop-free tuning range: 30 to 50 GHz; 6. Alignment-free coarse tuning; beam angle compensation mirror must be included; 7. Typical short-term line-width: 100 kHz; stronger consideration shall be given to a system with narrower line-width. 8. Temperature sensitivity: less than 100 MHz per Kelvin, stronger consideration shall be given to a system with lesser sensitivity. 9. All electronics and control modules for monitoring and controlling current, temperature, and high voltage scan must be included and housed in a 19-inch rack. AC- and DC-coupled modulation capable; 10. Connectors for external control of parameters using analog signals must be provided; 11. Universal, high-speed locking electronics and software for implementing frequency stabilization, and active line-width narrowing of lasers which must meet all of the minimum requirements as further defined below in Section I-II. Line Item 0002: Quantity One (1) each, Tunable Diode Laser system at 1529 nm that shall meet or exceed the following minimum specifications: 1. Grating Stabilized, external cavity diode laser; an AR-coated, laser diode operating from 1520 nm to 1565 nm (nominal range) must be provided; 2. Laser diode output power : 50 mW or higher; ; stronger consideration shall be given to a system with higher output 3. Optical isolation: > 60 dB in the range 1515 nm to 1585 nm; 4. Laser head with enhanced mechanical stability to minimize noise coming from acoustic and thermal perturbations; 5. Coarse tuning without alignment; beam-angle compensation mirror must be included; 6. Mode-hop-free tuning: 20 GHz or better; 7. Typical short-term line-width: between 100 kHz and 1 MHz, stronger consideration shall be given to a system with narrower line-width 8. Temperature sensitivity: less than 100 MHz per Kelvin, stronger consideration shall be given to a system with lesser sensitivity; 9. All electronic and control modules for monitoring and controlling current, temperature, and high voltage scan must be included and housed in a 19-inch rack. AC- and DC-coupled current modulation capable; 10. Connectors for external control of parameters using analog signals must be provided; 11. Universal, high-speed locking electronics and software for implementing frequency stabilization, and active line-width narrowing of lasers which must meet all of the minimum requirements as further defined below in Section I-II. Section I-II: I. Hardware for Wavelength/Frequency Stabilization which shall meet or exceed the following minimum specifications: 1. A system of electronic control modules must be provided for high-speed, digital feedback control and locking, as needed for implementing: (a) Frequency stabilization of the lasers (either with an atomic resonance line or an optical-cavity resonator); (b) Active line-width narrowing of lasers; (c) General purpose intensity stabilization 2. The system must be designed for versatility and high-speed digital locking, and must have USB connection for PC interface-for example, a system based on a 100 MHz Field Programmable Gate Array; 3. Two DDS Scan controllers: scan frequency of up to 1 MHz; 4. Lock-In Amplifier Module with integrated high-quality filter: dither frequency up to 780 kHz; 5. Pound-Drever-Hall Detection Module: frequency modulation up to 20 MHz (demodulation and phase shifting); 6. Two digital PID controllers: locking bandwidth in the MHz range; 7. Analog P controller with digitally adjustable gain: locking bandwidth up to 10 MHz II. Data acquisition, computer control, and functions which shall meet or exceed the following minimum specifications: 1. Software with user-friendly graphical interface must be included, developed particularly for ease in integrating digital/computer control of the laser, data acquisition, signal visualization, and signal/regulator analysis. The software must allow spectral analysis of the error signals and measurements of actuator transfer functions, to help optimize lock parameters; 2. The software shall allow a single computer to control up to four lasers, simultaneously managing each laser via its own system of control modules. Remote control shall be available via TCP/IP; 3. The system shall include Analog-to-Digital and Digital-to-Analog converters with up to 16-bit depth and clock frequency up to 100 MHz; the following inputs and outputs are minimum requirements: (a) Two (2) high-speed analog inputs; (b) One (1) general purpose analog input; (c) Two (2) high-speed analog outputs; (d) One (1) general purpose analog output; (e) One (1) digital output; (f) One (1) trigger output; (g) One (1) direct analog output that can be user manipulated and combined with the main system output; 4. Multi-channel digital oscilloscope function; 5. Network analysis function; 6. Automatic lock/relock feature-including standard functions such as side-of-fringe locking or top-of-fringe locking via graphical interface; 7. Operating Voltage: 100-120V AC, North American standard Line Item 0003: Warranty: The Contractor shall provide, at a minimum, a one year warranty period for the system. Warranty shall be on-site or return to Contractor's site, at the discretion of the Contractor. All costs associated with parts, labor, travel and shipping shall be covered under the warranty. The warranty shall commence upon final acceptance by the Government. Delivery shall be completed in accordance with the offeror's commercial schedule. Delivery terms shall be FOB Destination. FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all line items to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899. Evaluation Criteria: The Government will award a purchase order resulting from this solicitation to the responsible quoter whose quotation, conforming to the solicitation, results in the best value to the Government, price and other factors considered. The following will be used to evaluate quotations: Technical Capability, Past Performance and Price. Technical Capability and Past Performance, when combined, shall be approximately equal in importance to price. Of the non-price factors, technical capability shall be most important. In determining best value, preference shall be given to systems with documented exceedances identified in specification 2, 7 and 8 in both Line Items 0001 & 0002. Technical Capability Evaluation of Technical Capability shall be based on the documentation provided in the quotation. Technical descriptions and product literature submitted shall be evaluated to determine that the proposed components meet or exceed the minimum specifications stated herein. Past Performance Past Performance will be evaluated to determine the overall quality of the product & service provided and the Contractor's history of successfully meeting delivery schedules. Evaluation of Past Performance shall be based on the references provided and/or the quoters recent and relevant procurement history with NIST or its' affiliates. Price shall be evaluated for reasonableness, consistent with the Contractor's technical submissions. For the purpose of evaluation of Technical Capability, all quoters shall submit the following documentation: (A) An original and one (1) copy of the technical description and/or product literature which clearly demonstrates that the system meets or exceeds the Governments minimum required specifications; 2. An original and one (1) copy of a quotation which addresses all line items; 3. For the purpose of evaluation of past performance: A list of at least three (3) references to whom the same or similar equipment has been provided. The list of references shall include, at a minimum: The name of the reference contact person and the company or organization; the telephone number of the reference contact person; the contract or grant number; the amount of the contract and the address and the telephone number of the Contracting Officer if applicable; the date of delivery or the date services were completed and a description of the equipment sold to each reference; 4. Description of commercial warranty; 5. A current copy of the Contractor's price list or catalog pages that contain pricing for the equipment/services defined within the Contractor's quotation. 6. This is an Open-Market Combined Synopsis/Solicitation for equipment as defined herein. The Government intends to award a Purchase Order as a result of this Combined Synopsis/Solicitation that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL quotes shall include a statement regarding the terms and conditions herein as follows: The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following: Offeror shall list exception(s) and rationale for the exception(s) All quotes must be received not later than 3:00 PM local time, on July 13, 2010 at the National Institute of Standards & Technology, Acquisition Management Division, 100 Bureau Drive, Building 301, Room B125, Mail Stop 1640, Gaithersburg, MD 20899-1640, Attn: Joni Laster. Electronic quotes are acceptable; however, faxed quotes shall not be accepted.
