Description
This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation issued as a Request for Quotation (RFQ) Q1341100625. A WRITTEN SOLICITATION WILL NOT BE ISSUED. FAR clauses and provisions enclosed within this RFQ are those in effect through FAC 2005-42 and are available in full text at http://www.acquisition.gov/far. This acquisition is a 100% Small Business set aside. The North American Industrial Classification System (NAICS) code for this project is 332311 with a size standard of 500 employees. All responsible Small Businesses may submit a quotation which will be considered by the National Park Service. QUOTES ARE DUE for this combined synopsis/solicitation on July 16, 2010 at 3:00 pm (MDST) and shall be delivered by the specified time to the National Park Service, 2282 SW Resource Blvd, Moab UT 84532, Attn: Bill Spigel, Contract Specialist. Quotes may also be e-mailed (preferred) to bill_spigel@nps.gov. Oral quotations will not be accepted. Quoters must provide their company name, DUN's Number, address, phone and fax numbers, e-mail address and the official point of contact. All quotes must be signed by an authorized company official and dated. Questions regarding this combined synopsis/solicitation should be e-mailed to bill_spigel@nps.gov. No telephone questions accepted. Any award resulting from this solicitation will be a Firm-Fixed Price type contract. REQUIREMENT: The National Park Service has a requirement for one (1) equipment shelter and tower for a land/ mobile two-way radio repeater site that meets or exceeds the following mandatory requirements and the specifications listed herein: Mandatory Requirements:1. Minimal to no environmental impact on the natural resource.2. Structure must have the ability to be moved easily.3. Hoisting tabs for flying the structure to the repeater site using a helicopter.4. Must meet the weight restriction of 3000 pounds or less for a 6' wide x 6' long x 8' high building. This is required due to helicopter use in transporting to repeater site.5. Reinforced wall with brackets for mounting solar panels on the side of the building.6. Must have complete grounding and lighting protection system for radio equipment and solar system, including a ground ring assembly kit for the building. Specifications:1. Size must be a minimum of 6' wide x 6' length x 8' height.2. Extended outriggers with leveling jacks at each corner to provide stability without the need for a concrete foundation.3. Built-in ballasts baskets or containers for adding weight after installation thus eliminating the need to install anchor bolts and tie the building down.4. Base hinged 40 foot articulated tower attached to the building that does not require a foundation, and can be raised and lowered mechanically for installing antennas and cabling, or to perform maintenance or repairs.5. DC power entry panel with grounding bar.6. DC powered switched lighting.7. Passive intake with thermo controlled fan exhaust ventilation.8. Cable entry glands and covers that will accomodate a minimum of two (2) 1/2" heliax cables.9. One (1) 4" stand off antenna mounting to tower must be included.10. Must include a locking mechanism to secure the shelter.11. One (1) 19" rack for mounting radio equipment.12. Equipment shelter and tower must come pre-assembled and require minimal installation at the repeater site. They will remain in full force in any resultant award: 52.212-1 - INSTRUCTIONS TO OFFERORS - COMMERCIAL ITEMS;52.212-2 - EVALUATION OF COMMERCIAL ITEMS - Paragraph (a) The Government will award a contract resulting from this RFQ to the responsible offeror whose quote conforming to the RFQ will be the most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Technical capability of the item offered to meet the Government requirement. Cut sheets required in your response. 2. Past performance, from at least three (3) previous projects similar to this requirement.
