Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This synopsis is to notify contractors that the government intends to issue a Purchase Order on a brand name or equal basis in accordance with FAR Part 13 for the following, under simplified acquisition procedures. The Request for Proposal number is FDA-SOL-10-1071365. Provisions and clauses in effect through Federal Acquisition Circular 05-41 are incorporated into this request. It is the contractor's responsibility to be familiar with the applicable clauses and provisions. The provisions and clauses may be accessed in full text at www.acquisition.gov/far. The NAICS code is 511120 Periodical Publishers, with a small business size of 500 employees. There is no set-aside for this acquisition. All qualified vendors are encouraged to submit a proposal. The purpose of this procurement is to establish a contract for three (3) concurrent user to access the SciFinder chemical research database (brand name or equal to product) for one (1), 12 month base period and two (2) additional, 12 month option periods. This procurement shall also provide an unlimited number of individual login ID's. The Chemical Abstracts Service (CAS) is a division of the American Chemical Society (ACS) and SciFinder is the platform in which CAS provides for end users to access this database. Vendors shall propose brand name or equal to solutions to the SciFinder chemical research database. Products shall support the FDA Biosciences Library and researchers assigned to all sites within the agency. The U.S. Food and Drug Administration request proposal responses from qualified sources capable of providing 24 hours a day, 7 days a week web access to the SciFinder chemical research database or equal to product for the period of performance requested. BASE PERIOD CLIN 0001- Online web access - SciFinder chemical research database (brand name or equal to), Period of Performance: 12 months, (09/01/2010 - 08/31/2011). OPTION PERIOD 1 CLIN 0002 - Online web access - SciFinder chemical research database (brand name or equal), Period of Performance: 12 months, (09/01/2011 - 08/31/2012). OPTION PERIOD 2 CLIN 0003 - Online web access - SciFinder chemical research database (brand name or equal), Period of Performance: 12 months, (09/01/2012 - 08/31/2013). Anticipated Base Year Period of Performance: September 1, 2010 - August 31, 2011 (plus 2, 12 month options) If not brand name as specified above, the proposed product shall meet the following Salient Characteristics: 1. The system shall support the FDA Biosciences Library and researchers assigned to all sites within the agency. 2. The contractor shall provide the FDA Biosciences library a web search platform with unlimited searching for three (3) concurrent users and also provide an unlimited number of individual login ID's. 3. The system shall provide unlimited web access to the Chemical Abstracts Service through the SciFinder interface or equal to product. 4. The solution shall provide access to daily chemical articles from more than 10,000 major scientific journals and should contain more than 30 million abstracts. 5. The solution shall provide access to the CAS database, shall provide 18 million single and multistep reactions, 2 billion predicted property values and more than 3 million experimental properties. 6. The solution shall have sequences combined from CAS and Genbank databases, which shall be linked to scientific journals and patent literature. 7. The solution shall provide the option to explore by chemical structure, by research topic, author, company, substance name, or reaction. 8. The solution shall provide links to the electronic full-text articles and patents as well as to the hundreds of commercial chemical suppliers for ordering commercially available substances. 9. The solution shall have the ability to provide patent records from the major patent offices within two days of patent issuance. 10. The solution shall provide users with the ability to identify chemical substances by searching their chemical structure or sub-structure. 11. The solution shall provide users with the ability to find data about chemical reactions, spectra and chemical, physical and biological properties. 12. The solution shall provide users with a link to relevant articles that can be obtained through the FDA BioSciences Library. 13. The solution shall provide users with the ability to use searches that are either repetitive scanning of all portions of the database or they may be one-time, non-repetitive, interactive searches of all or part of the databases. 14. The vendor shall provide technical support Monday through Friday from 8:30am - 5:00pm EST. 15. This requirement is subject to Section 508 of the Rehabilitation Act of 1973 (29 U.S.C 794d), as amended by P.L. Section 508 Compliance. Section 508 of the Rehabilitation Act of 1973 (29 U.S.C 794d) requires Federal agencies to purchase electronic and information technologies (EIT) that meet specific accessibility standards. This law helps to ensure that federal employees with disabilities have access to, and use of, the information and data they need to do their jobs. Furthermore, this law ensures that members of the public with disabilities have the ability to access government information and services. The specific 508 Standards that apply to this action are-- 1194.21 - Software Applications and Operating Systems 1194.22 - Web-based internet information and applications 1194.31 - Functional Performance Criteria 1194.41 - Information, documetation, and support Evaluation Factors for Award: The Government shall award a contract resulting from this solicitation to the responsible offeror whose offer is the lowest price technically acceptable offer, which shall represent best value to the Government. Award will be made on the basis of the lowest evaluated price (inclusive of options) meeting or exceeding the non-cost factor (technical conformance to the requirements of the solicitation). The Government intends to evaluate offers and award a contract without discussions. The offeror's initial offer should contain the offeror's best terms from a price standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the best interest of the Government; accept other than the lowest offer; and waive informalities and minor irregularities in offers received. Evaluation Factors for Award: Lowest price, Technically acceptable. Offerors shall price each CLIN (including options). This is an all or nothing requirement, therefore, vendor shall provide a price for each requirement with the CLINs, otherwise your proposal will be determined to be substantially incomplete and not warrant any further consideration. The following factors shall be used to evaluate offers: 1. Technical Features Meeting/Exceeding Salient Requirements (Brand Name or Equal) 2. Total Price (all CLINs shall be priced) Proposal Instructions to Offerors: Offerors are required to submit their proposals in two separate volumes as follows: Volume I - Technical Volume II - Pricing Proposal The completion and submission of the above items will constitute an offer (proposal) and will indicate the offeror's unconditional assent to the terms and conditions of this RFP and any attachments hereto. Alternate proposals are not authorized. Objections to any terms and conditions of the RFP will constitute deficiency, which may render the offer unacceptable. Volume I - Technical: This volume shall contain the Technical Approach. This portion of the proposal to include all data and information required for technical evaluation of brand name or equal product, and exclude any reference to the pricing aspects of each offer. If an equal product is proposed, offeror shall demonstrate how that product is equal to the brand name product. Offerors shall demonstrate in sufficient detail a technical approach that will successfully accomplish each of the requirements of the salient characteristics. For purposes of clarification for the Technical Evaluation Team, offerors are encouraged to provide trial access to their products to demonstrate how the requirements of the attached SOW are addressed and met. Volume II - Pricing: This volume shall include the complete pricing. Offerors shall propose pricing for a one, 12 month base period with an option for two (2) additional 12 month option periods. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
