- Subject: Purchase Request Number: NB820000-A-04925 Notice Type: Special Notice Synopsis: The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the, Manufacturing Engineering Laboratory, intends to negotiate with the Science and Technology Policy Institute (STPI), from Washington, DC on a sole source basis under the statutory authority of 41 U.S.C 253 (c) (1), only one responsible source, to provide the services described below. STPI is run by the Institute for Defense Analyses (IDA) in Alexandria, Virginia. Description of services: •Work with interagency groups to identify and scope extreme manufacturing topic areas. •Develop Structure, conduct and assess a National Workshop on Extreme Manufacturing to be held at NIST from 08/24/2010 to 08/25/2010 •Provide an analysis and assessment of key issues and challenges for these agencies to support planning of long-term high risk/high reward manufacturing technology R&D for realizing the development and implementation of extreme manufacturing capabilities to support the future of the US manufacturing economy. Sole Source Justification: STPI has completed similar work for the NIST Technical Information Program (TIP) in support of manufacturing and technical needs for the R&D community at NIST, and has performed work on Advance Manufacturing for the Office of Science and Technology Council (OSTP) and the President’s Council of Advisors on Science and Technology (PCAST). The information collected and analysis performed can be of great value to the success of this requirement. NIST anticipates negotiating and awarding a firm-fixed-price type purchase order. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.
