See attached. Section 1.0 Description of Action The Federal Acquisition Service, Office of Supply is providing this combined Solicitation Synopsis for a capable vendor that can provide passive RFID labels for their Western Distribution Center (WDC). This is a combined synopsis/solicitation for FAS prepared in accordance with the format in Federal Acquisition Regulation (FAR) 5 and 12, in conjunction with the policies and procedures for solicitation, evaluation, and award prescribed under FAR Part 13 Simplified Acquisition Procedures. This announcement constitutes the only solicitation; proposals are being requested; and a written solicitation will not be issued. All amendments and any other official communications, if any, from the agency regarding this solicitation will be distributed via www.fbo.gov. Section 2.0 Scope FAS intends to award a Firm Fixed Price contract to the firm that can provide these labels in the time set forth below. Section 3.0 Description of Requirements The Government requires the following specifications for the pRFID labels and the associated delivery dates: CLIN 1: 40,000 Passive RFID labels on rolls with the following specifications Size: 5x8.5″ Gen 2 PRFID enabled Perforated White thermal transfer Monza 3, Higs 3, or Avery Inlay On rolls Compatible with the Zebra R170Xi Multiprotocol RFID Printer/Encoder at 300dpi Dual Dipole Antenna Delivery date: On or before July 16, 2010 CLIN 2: 200,000 Passive RFID labels on rolls with the following specifications Size: 5x8.5″ Gen 2 PRFID enabled Perforated White thermal transfer Monza 3, Higs 3, or Avery Inlay On rolls Compatible with the Zebra R170Xi Multiprotocol RFID Printer/Encoder at 300dpi Dual Dipole Antenna Delivery date: On or before August 31, 2010 CLIN 3 : 10,000 Passive RFID labels in fan-fold with the following specifications Size: 5x8.5″ Gen 2 PRFID enabled Perforated White thermal transfer Monza 3, Higs 3, or Avery Inlay In fan-fold Compatible with the Zebra R170Xi Multiprotocol RFID Printer/Encoder at 300dpi Dual-Dipole Antenna Delivery date: On or before July 16, 2010 CLIN 4 : 50,000 Passive RFID labels in fan-fold with the following specifications Size: 5x8.5″ Gen 2 PRFID enabled Perforated White thermal transfer Monza 3, Higs 3, or Avery Inlay In fan-fold Compatible with the Zebra R170Xi Multiprotocol RFID Printer/Encoder at 300dpi Dual-Dipole Antenna Delivery date: On or before August 31, 2010 Section 4.0 Delivery Location Attn: Josie Arizon Sharpe Depot Western Supply Operations Center 500 E. Section 7.0 Proposal Submission Proposals shall be received not later than 8:00 a.m., Eastern Standard Time (EST), Thursday, July 1, 2010. Proposals shall be submitted via email to the Contracting Officer at nicholas.west@gsa.gov. At a minimum, the proposal shall consist of the following: Price per label for each of the four CLINS listed in Section 2.0 of this RFP Delivery terms (i.e. FOB Destination or Origin) Total price for delivery Delivery dates Total firm-fixed price inclusive of all items listed in Section 2.0 including delivery Section 8.0 Proposal Evaluation GSA will make award to the contractor that represents best value. The best value decision will be based on the following evaluation factors: price, timeframe for delivery, and past performance. The Contracting Officer intends to: Award the contract based on initial proposals. A vendor taking exception to any terms and conditions may be removed from consideration. Award the contract without discussions. However, the Contracting Officer reserves the right to hold discussions if necessary. If discussions are conducted, they will occur at the time and place designated by the Contracting Officer. Contractors may be removed from consideration without discussions when deemed appropriate. The Contractor whose proposal is no longer being considered for award, or whose proposal was not selected for award, will be so notified in writing. Such notification will state in general terms the basis of non-selection. Defense Priorities and Allocations System (DPAS) There is no assigned DPAS rating for this procurement. Set Aside This acquisition is set aside for small business because the estimate dollar value is under $100,000.00.
