- D&F for other than FFP contract RECOVERY: ARRA provided $17.8 million in grant funding to the states for youth activities, including summer employment for youth. States and local areas were encouraged to use a significant portion of these funds to operate summer youth employment opportunities during the summer (from May 1 – September 30) of 2009, as well as to provide as many youth as possible with summer employment opportunities and other work experiences outside of the summer months. ARRA also raised the age criterion for eligibility for youth programs from 21 to 24 years old.
