PRE-SOLICITATION NOTICE TO REPLACE OR REFINISH EXTERIOR OR REFINISH EXTERIOR OF LODGE LOCATED AT STAUNTON NATIONAL CEMETERY, STAUNTON, VA. (PROJECT NUMBER 839-MR10-009) This project requires that Contractors shall meet the Professional Qualifications for appropriate skills (masonry, historic architects, etc.) per Sec. 112, National Historic Preservation Act of 1966 as amended (16 U.S.C. 470). This shall include The Secretary of the Interior's Proposed Historic Preservation Professional Qualification Standards for "Conservation." Additionally, contractors must hold a State Contractors License. *Contractors who do not meet the above qualification will be considered non-responsive. The Department of Veterans Affairs (VA), National Cemetery Administration, is soliciting proposals under Solicitation Number VA-786A-10-RP-0121 for the following: Contractor shall furnish all supervision, labor, equipment, supplies and materials necessary to repair/replace or refinish exterior of lodge located at Staunton National Cemetery in accordance with all contract terms, conditions, specifications and schedules. Work includes but is not limited to the following: a.Repair/Renovation of Existing Metal Roof b.Repair or replace existing hanging aluminum gutters and downspouts c.Preservation maintenance of southwest porch roof d.Exterior Wood Walls: Remove aluminum covers at windows, doors, porches, fascias, soffits, etc., and repair with traditional carpentry repairs; prep and paint e.Remove aluminum window awnings around Sun Control Devices f.Repaint Rear Shed Sheet Metal roof with rust inhibiting paint system g.Repair Chimney Flashings, Trim & Caps h.Repair Exterior Porch Structure/Enclosure i.Thoroughly clean up work area at end of day's work and at completion of project. Leave premises clean and free of waste, scrap, used equipment, or other material intentionally or incidentally delivered to the site by Contractor or Contractor's personnel. CONTRACT DURATION: Performance period is approximately 90 calendar days from date of receipt of Notice To Proceed. NAICS CODE: 238190 SIZE STANDARD: $14.0 Million METHOD OF AWARD: THE GOVERNMENT CONTEMPLATES AWARD OF A FIRM FIXED-PRICE CONSTRUCTION CONTRACT UNDER SERVICE DISABLED VETERAN OWNED SMALL BUSINESS SET ASIDE. Award will be made on a competitive basis under Federal Acquisitions Regulations (FAR) 14 to a responsible service disabled veteran owned small business responding to this solicitation. OBTAINING SOLICITATION MATERIALS: Solicitation material consisting of the Invitation for Bid (IFB) details and specifications may be accessed ONLY via FedBizOpps at http://www.fedbizopps.gov. No telephone requests will be accepted. The solicitation and drawings will be released for issue on or about July 15, 2010. The last date that questions will be accepted for this solicitation will be Close of Business, Thursday, July 23, 2010. Offerors are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time for receipt of offers.
