- This proposed procurement is unrestricted; NAICS 237990, small business size standard $33,500,000.00. Estimated cost of construction is between $100,000,000.00 and $250,000,000.00. Completion Date will be 1,305 calendar days. The project will require construction of the South Campus Electrical Utility Plant at Fort George G. Meade, Maryland. This construction project will relocate and reconnect existing utilities in the vicinity of the existing substations to clear the site and then construct a new utility plant and a new power generation plant. All responsible sources may submit a proposal which shall be considered by the agency. Contractors must be U.S. Citizens. This will provide a bidders/vendors list for this procurement. This requirement is being advertised as a Request for Proposal (RFP). This RFP requires separate technical and cost proposals to be evaluated based on a Best Value Approach. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. Submittal of a technical and cost proposal will be required. Large Business firms will be required to submit a Subcontracting Plan in accordance with Section 00100 of the solicitation package. The Small Business Goals are 70% of the total value of subcontracted work. Of that 70%, 6.2% shall be with Small Disadvantaged Businesses (SDB), 7.0% shall be with Women Owned Small Businesses (WOSB), 9.8% shall be with Historically Underutilized Businesses (HUB Zone), 3.5% shall be with Veteran Owned Small Businesses (VOSB) and 2.0% shall be Service Disabled Veteran Owned Small Businesses (SDVOSB). All responsible sources may submit an offer which shall be considered by the agency. THIS INFORMATION DOES NOT PERTAIN TO SMALL BUSINESSES. Issuance date of RFP is 21 May 2010, receipt of proposals is 8 July 2010, 10:00 AM EST. Last date for questions is close of business 22 June 2010. THE SITE VISIT HAS CHANGED AND WILL NOW BE HELD ON 18 MAY 2010 AT 9:00 AM EST. Qualified contractors are encouraged to attend a site visit. THE SITE VISIT WILL BE HELD ON 18 MAY 2010 AT 9:00 AM EST. Contractors are required to provide the following information to Allison Scannell via email at Allison.Scannell@usace.army.mil for each person that requests to attend, including: full name, social security number, date of birth, place of birth (city & state), U.S. Citizen (Y/N), if no, what country, and company name no later than 3:00 PM on 11 May 2010. Each prospective offeror will be limited to no more than 2 individuals attending the site visit. Further details will be provided to registered venders at a later date.
