- This Sources Sought Notice (SS) is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the U.S. Army Corps of Engineers (USACE). The purpose of this SS is to identify technically qualified 8(a), Historically Underutilized Business Zone Small Businesses (HUBZone), and Service-Disabled Veteran-Owned Small Businesses (SDVOSB) small business concerns that are interested in and capable of performing the work described herein. ONLY SMALL BUSINESSES WITHIN THE ABOVE CATEGORIES SHOULD RESPOND TO THIS ANNOUNCEMENT. The USACE does not intend to award a contract on the basis of the responses nor otherwise pay for the preparation of any information submitted. As a result of this SS, the USACE may issue a Request for Proposal (RFP). Should such a requirement materialize, no basis for claims against USACE shall arise as a result of a response to this SS or USACEs use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. USACE is seeking capability statements from all eligible small business concerns under the North American Industry Classification System (NAICS) code 237990, with a size standard of $33.5 Million. All eligible small business concerns responding to this SS shall demonstrate their capability to perform the following supplies/services at Nimrod Dam, Nimrod Lake, Yell County, AR: 1. Design and replace 2 hydraulic pumping units; 2. Design and replace all hydraulic control valves; 3. Design and replace the 7 dam gate control systems and provide operation and gate position indication; 4. Inspect and rehabilitate the Howell-Bunger sealing ring; 5. Inspect and report on the Howell-Bunger gearbox condition, replace the bearings and seals, and enlarge the oil fill piping and reservoir system; 6. Removal and disposal of lead-based paint; 7. Design and install new hydraulic oil storage tank with secondary containment system; 8. Provide and replace new piston rod packing for 9 hydraulic cylinders; 9. Design and install new Howell-Bunger operating controls; 10. Design, provide, and install actuator on gate hanger and interface to gate control; 11. Provide spare parts at Nimrod Dam; and 12. Analysis and asbestos abatement of Howell Bunger valve control wires. Interested, qualified small business firms should submit a tailored capability statement for this requirement, not to exceed ten single-sided pages, single-spaced, and using a 12-point font that clearly details their capability to perform the aspects of the notice described above. All proprietary information should be marked as such. Capability statements must specify the small business type and size under the eligible small business concerns name and address on the first page of the document. All capability statements sent in response to this SS must be submitted electronically (via e-mail) to Janetta Brewer Daugherty, Contract Specialist, at janetta.b.daugherty@usace.army.mil in MS Word or Adobe Format (PDF) no later than Tuesday, July 6, 2010, 2:00 PM, CST.
