- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through NECO. The Naval Undersea Warfare Center Division, Newport intends to award a Firm-Fixed Price contract on a sole source basis to Indus Technology Inc,. San Diego, CA for engineering and technical services to develop a technical guidance handbook for the TEAMS Consortium. The basis of this sole source is that Indus Technology is the only company known to meet all the following requirements: major torpedo enterprise simulators; artificial torpedo, target and environmental acoustics models; hierarchical/taxonomical and ontological relationships of these models' generalized internal components; Unified Modeling Language 2.0 and its application to torpedo modeling and simulation including Object Constraint Language support; the newly released Systems Engineering Modeling Language and experience applying it; application of The Open Group Architecture Framework and its application to torpedo enterprise; application of Meta Object Facility capability to develop modeling and simulation; development in the Java or C++ language; network protocol for integration of simulators; application of the Architecture Analysis & Design Langu! age and Modeling and Analysis of Real-time and Embedded Systems; and application of Architectural Patterns to the development of a modeling and simulation framework. Period of performance is 12 months from contract award date. Further details will be available upon release of solicitation N66604-10-R-3803, or on about 8 July 2010. The proposed contract action is for services for which the Government intends to negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. For information on this acquisition please contact Irma S.
