- THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY NO SOLICITAION WILL BE ISSUED AGAINST THIS SYNOPSIS AS THIS WORK IS ISSUED AGAINST AN EXISTING AGENCY CONTRACT. The purpose of this Modification 60 is to: (1) Reduce the amount of funding for WA 3-100 to $863,773. The period of performance for this work assignment was from 4/13/09 though 3/31/10. (2) Reduce the amount of funding for WA 3-101 to $234,548. The period of performance for this work assignment was from 4/13/09 though 3/31/10. (3) Reduce the amount of funding for WA 3-102 to $177,464. The period of performance for this work assignment was from 4/13/09 though 3/31/10. (4) Reduce the amount of funding for WA 3-103 to $341,296. The period of performance for this work assignment was from 4/13/09 though 3/31/10. (5) Reduce the amount of funding for WA 3-104 to $76,281. The period of performance for this work assignment was from 4/13/09 though 3/31/10. (6) Increase the amount of funding for Work Assignment 4-100 to $533,852. The period of performance for this work assignment will be from 4/1/10 though 3/31/11. (7) Increase the amount of funding for Work Assignment 4-101 to $117,844. The period of performance for this work assignment will be from 4/1/10 though 3/31/11. (8) Increase the amount of funding for Work Assignment 4-102 to $299,384. The period of performance for this work assignment will be from 4/2/10 though 3/31/11. (9) Increase the amount of funding for Work Assignment 4-103 to $122,414. The period of performance for this work assignment will be from 4/2/10 though 3/31/11. The scope of the aforementioned work assignments has not changed since they were last synopsized. The purpose of this modification is to adjust funding ceiling only. The American Recovery and Reinvestment Act (ARRA) contains specific acquisition requirements that must be met when using appropriated funds from the Act, including the need for acquisitions to be in accordance with the FAR and, to the maximum extent practicable, awarded as fixed-price (FP) contracts using competitive procedures. However, the Office of Management and Budget's guidance allows for the use of other than FP contracts. Although the Agency's Office of Water (OW) contracts were not awarded as FP contracts, they were awarded competitively, and each contract structure was selected to provide the contractor with the greatest incentive for efficient and economical performance, given the types of services to be performed. The existing OW contracts have sufficient qualified acquisition personnel to provide appropriate contract administration and oversight to monitor contract performance to mitigate the Government's risk. In order to meet the requirements of the Act in the most prudent business manner within the time constraints imposed, existing OW contracts are the most appropriate contractual vehicles consistent with Agency plans that promote the goals of the ARRA.
