- SFFAS 29 The United States Mint has approved a plan to inventory, catalog and store its collection of heritage assets. As part of this process, the United States Mint is requesting information from individuals or firms capable of providing services that will help achieve comprehensive management and accurate documentation of its historical materials in a manner consistent with current museum practice and in fulfillment of SFFAS 29 (copy attached). The scope of these services will include the full range of museum collections management activities including object description, photography, data entry, conservation assessments, and storage. The United States Mint's objective is to provide state-of-the art catalog and storage systems for its Heritage Assets. While some objects will be used at the Visitor Centers at Philadelphia and Denver, there are no plans to open or maintain a public museum of these items. Historical materials will be made available for on-site research and reference at each facility. There are no plans to relocate objects to a central storage facility; new storage areas will be provided at each facility and warehouse space allocated as needed. There is a wealth of historical material distributed throughout the facilities of the United States Mint. Current inventories identify a total of approximately 8,800 individual items within the United States Mint. However, on-the-ground assessments and comparisons with comparable organizations suggest that there are likely to over 25,000 artifacts at the six different facilities. Many of the items that will be included in the project have not yet been identified at the individual locations. Given the complexity of this initiative, the United States Mint does not expect to complete the inventory and cataloging activities immediately. Rather, the agency envisions that the objective would be reached over a period of 3-5 years and through measures that may include tailored approaches that meet the requirements of different materials and locations. The United States Mint will provide museum collections management software, computer equipment, supplies and tools. All work must be done on agency property and service providers will need to pass the agency's security clearance process. In addition, the provider(s) will be required to complete a pilot study at one facility to test procedures and policies, and to identify unanticipated resources and issues. The United States Mint is looking for potential vendors that have the following capabilities: - The capability to plan, implement and evaluate a comprehensive collections management program and that: complies with a broad range of laws, regulations that govern Federal agencies; is consistent with the requirements for Heritage Asset Stewardship (e.g., SFFAS 29); and is consistent with the need to maintain high levels of public trust, confidence, and appropriation in the integrity and operations of the United States Mint and the Department of the Treasury. - The capability to conduct an overall assessment and to create both a planning document, with detailed schedule and requirements, and an operations manual for the project's execution and evaluation. The capability of modifying collections management software to reflect the unique assets of the United States Mint would be beneficial. - The capability to identify, describe, handle and store historical materials relating to coins and medals, manufacturing, architectural history, and American history. These may include, but are not limited to, objects made of paper, metal, wood, glass, plaster, plastic, textiles and mixed media. The description of each object will require an assessment of its condition; the capability to identify conservation requirements, but not undertake treatment, would be advantageous. - The capability to effectively use modern database software to catalog historical objects and prepare inventories and reports. The agency will provide the software licenses and hardware for this process, but the vender is expected to provide any necessary training for its use. - The capability to implement this program at each of the United States Mint's facilities (e.g., Denver CO, Fort Knox KY, Philadelphia PA, San Francisco CA, West Point NY, and Washington DC. Much of this work is expected to be done simultaneously at multiple sites, although different work schedules may be considered if considered advantageous. In addition, having the work at different facilities conducted by different venders may be considered. The United States Mint is requesting literature, not more than 10 one-sided pages in length, demonstrating the vendor's ability to meet the specified capabilities outlined above. Offerors are asked to separate their responses into two categories: Planning and Execution. Respondents may choose to submit literature for one category or both, and to recommend additional stages where they feel it would be beneficial. This literature will be accepted by the United State Mint up until July 30, 2010. Submissions may be submitted to Colleen Grinnell via e-mail at Colleen.Grinnell@usmint.treas.gov. No additional information is requested at this time. Those offerors who respond to this Request For Information, may be forwarded a copy of the solicitation and may be requested to propose a solution to these requirements. That solicitation will contain additional information, terms and conditions, response requirements, and evaluation criteria. The agency would be interested in learning what other criteria would be of value to potential offerors in the event that a solicitation is issued.
