- The Uniformed Services University of the Health Sciences (USUHS), located on the National Naval Medical Campus (NNMC) in Bethesda, MD, intends to negotiate on a sole source basis with MED Associates, Inc. for an acoustic startle/pre-pulse inhibition/fear potentiated startle rodent testing system that meets the following requirements: • Can run up to eight test stations on a single computer; provide dB startle tone or noise and 100 dB background white noise; includes measures of acoustic startle, pre-pulse inhibition of the acoustic startle response, and fear potentiated startle all in one system. • The system needs to include two different types of animal holders of several sizes. We need Acrylic Animal Holders (to contain animals weighing 250 - 500 grams; 400 - 700 grams; 50 - 125 grams; up to 50 grams) and Steel Grid Rod Animal Holders (to contain animals weighing 250 - 500 grams; 125 - 250 grams; up to 50 grams). • The fear-potentiated startle system must include a stand-alone aversive stimulus generator, stimulus light with fader. The aversive stimulator must have a cycle rate of 30 Hz, aversive stimulation durations as short as 200 ms ensure stimulation across the entire floor. Output shock current needs to be adjustable to 0 to 1 mA or 0 to 5 mA, using a two position switch and potentionmeter. • The ASR/PPI/FPS system must have insertable grid floors and harnesses for the animal holders, USB sound pressure level measurement capability, fluorescent lamp controllers, and sophisticated startle software for fear potentiated startle, pre-pulse inhibition startle, and acoustic startle responses. • This order also must include on-site set-up and training to use the equipment and software. Sole source determination is made in accordance with: FAR Part 13.106-1 Soliciting Competition (b) Soliciting from a single source (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source f the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. Med Associates, Inc. is the only company that offers a system that is capable of performing Pre-Pulse Inhibition, Fear Potential Startle, and Acoustic Startle Reflex experiments in one complete system with the ability to test both rats and mice and to allow the use of two different types of holding devices. These are system features necessary to perform Stress Research Tests in both rats and mice, and to manipulate environments as a psychological variable. We are studying the effects of stress, brain injuries, trauma, and drug addiction on attention, attentional processes, and emotionally-related attentional changes. Therefore, we need: (1) to measure Pre-Pulse Inhibition, Fear Potential Startle, and Acoustic Startle Reflex all in the same equipment and setting; (2) to measure these responses in adolescent and adult rats and mice (which require different size holding devices that are compatible with the equipment and which are readily interchangeable); and (3) to assess effects of environmental conditions on these responses, so we need equipment that has two different physical types of holding devices that are compatible with the equipment. This is not a request for quotes and a solicitation package will not be issued. A determination by the government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
