- This is a combined synopsis/solicitation for commercial items prepared in accordance with the Federal Acquisition Regulation (FAR) format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The government intends to issue a Purchase Order in accordance with FAR PART 13.106 for the attached requirement under Simplified Acquisition Procedures. The solicitation number is 1075512. This solicitation is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-38. The associated North American Industry Classification System (NAICS) Code is- 332999- Miscellaneous Fabricated Metal Product Manufacturing; Small Business Size Standard in Number of Employees - 500. This action will be a total small business sat aside. Offerors are responsible for delivery in person, by mail, fax, e-mail or delivery providers their completed proposal and any additional documents before 10:00 am (Central Standard Time - Local Prevailing Time in Jefferson, Arkansas) on July 8, 2010 to the Attention of Howard Nesmith at the Food and Drug Administration, OC/OSS/OAGS, 3900 NCTR Road, Jefferson, AR 72079-9502. When appropriate, Offerors should consult with delivery providers to determine whether their documents will be delivered prior to the scheduled time. The Food and Drug Administration has a need to purchase double-sided stainless steel mouse cage system, changing cages and associated components. Item #1 Mouse Cage System Rack with Positive/Negative Control System with Extended Cages Quantity Requested = 1 Unit to include the following: 144 stainless steel cages with rack 160 clear polysulfone thermoplastic caging systems Extended mouse cage with wire bar lid, micro-barrier top, and cardholder Fresh air supply blower Exhaust exhaust blower Same side vertical plenums Edstrom Mini Easy Lock latching mechanism 5diameter, stainless steel plate casters with phenolic, high temperature wheels, two (2) with brakes Row and column identification tags The Systems provide High Efficiency Particulate ISO Class 5 Air (HEPA) to the individual Micro-Barrier Housing Systems. Low velocity air is delivered to each cage greatly reducing the buildup of gaseous pollutants that may have hazardous effects on animal health. In addition, the ventilated racks will draw cage air directly from the top eliminating the amount of airborne particulate into the Macro-Environment and still protect the animals. Micro-Environmental Housing System for mice. Configuration: double face, eight (8) wide x nine (9) high for a total of one hundred and forty four (144) complete Micro-Barrier housing systems per rack. Operation The Dedicated Exhaust Ventilated Unit shall be capable of positive or negative air flow pressure within the Barrier environment. This shall be achieved simply by increasing or decreasing exhaust airflow via the Variable Flow Valve (VFV). Cage pressure shall be identified by an exhaust drop mounted magnehelic gauge that will identify positive or negative operation. The color coded face display will be connected to the negative plenum to indicate the pressure performance. Air Flow Provides HEPA filtered air to the P/NC IVC rack at a constant rate; automatically adjusting for air flow disturbances and irregularities. The HEPA filtered air pressurizes the vertical supply plenum, which directs air down each horizontal manifold, terminating in individual cage air injector tubes. The filtered air is then delivered to each cage by means of a stainless steel cage mounted "bullet" providing a uniform, low velocity wash across the cage bottom. This maximizes the drying effect upon the bedding without creating distress to the animals, allowing extended change out intervals. Exhaust air is then extracted through the spring loaded exhaust port and into the exhaust collection tube. Both the spring loaded exhaust port and the supply cup with the auto-closure channel provide a closed system when the cage is removed from the rack. Exhaust air is channeled through the exhaust manifold and plenum, to the Variable Flow Valve into the constant volume in house exhaust drop. Adjusting the rack from positive to negative pressure can be done via set points on the VFV as described above. The full gasket, sealed exhaust and supply manifolds and plenums allow the unit to be operated with any number of cages. Airflow loss is nonexistent, creating the most air efficient system for maximum filter life and minimal energy consumption. Vertical supply and exhaust plenums will be located on the same end of the rack. No disassembly is required for cleaning. The plenums include hinged outer doors with gasket and hinged, inner cleanout doors with gasket to allow unencumbered access to horizontal supply and exhaust manifolds for spray through washing. The Positive/Negative Control system with Dedicated Cage Exhaust port offers a safe, flexible housing environment for your rodents. The P/NC IVC can offer quarantine protection, or isolation, for protection of the animals, or protection of the room. Blower Specifications The supply blower module will be stationed on the rack External alarm connection for remote monitoring Aluminum cabinet with a textured white vinyl coated surface Comes with a Pre-Filter with the following construction: o Aluminum framed Scott foam media o 45 PPI o washable and flame retardant Forward impeller fan HEPA filter (99.99% efficient @.3 microns Emory 3004 tested) Detachable 9.5 power cord. The HEPA module shall also feature: o A universal power supply with a 24 VDC motor blower that assures consistent performance under various electrical conditions (85-264 VAC., 50/60 Hz.). o A microprocessor control board automatically adjusts the blower speed, utilizing "feed-back" control technology to maintain constant air flow as the HEPA filter begins to load. Each unit will also be equipped with various lighted indicators (located on each front panel) and a vacuum fluorescent display panel. The front panel will house an on-off switch, a single green light for normal operations and a series of two (2) red indicator lights that will illuminate if a malfunction occurs. The red warning lights will illuminate if problems are sensed with the filter or blower. In addition, a vacuum fluorescent display panel (located below the indicator panel) shall identify cage ACH (Air Changes per Hour). In addition there is a maintenance mode which can be accessed by a certifier or Allentown technician to display rack CFM (cubic feet per minute), inlet air temperature, motor speed in RPM and ACH. Rack Rack assembly consists of one hundred and forty four (144) individual stainless cage support runners, mechanically locked to ½ x Ύ rectangular 16 gauge internal tubular uprights. Each internal upright is heliarc welded to the external rack frame that will be constructed of a 16 gauge 1 square tubular base frame and 16 gauge 1 square uprights and 16 gauge 1 square upper frame structure to insure strength. Units will have top mounted blower runners. Structure will include both column and row blue identification letter and number tags. The entire assembly shall be on recessed 5diameter, stainless steel plate casters with phenolic, high temperature wheels, two (2) with brakes. Mechanical Operation Proper docking shall be achieved by gently sliding the BARRIER assembly to the rear of the cage guide channel. Activation (air and/or watering) shall take place immediately when the cage assembly stops its front to rear travel. Once in the position, positive locking shall be achieved automatically when the swing lock mechanism engages in the front of the cage holding it secure to the air or water manifolds. Disengagement of the Micro-Barrier housing system from the P/NC IVC unit is achieved by placing both hands on the cage body (with the back of the hand opening the lock mechanism, clearing the cage body) and gently pulling the assembly forward. Visual Indicator A visual positive lock indicator will determine proper activation of the air/water assembly. This positive lock indicator shall be comprised of a yellow cage indicator tab located on the swing lock mechanism. The indicator will protrude (to the right) from a stainless steel housing mechanism when the cage is not within the specified locking position of the air/water connection device. In order to achieve and assure proper connection of the Micro-Barrier housing system to the air/water connection device, the yellow indicator tab must be completely encased within the stainless steel housing. Absence of any yellow markings from the barrel of the indicator tab shall indicate that the proper connection has been achieved. Location of the indicator shall be directly above the lock arm on the right front side of each Micro-Barrier Housing System. Upon replacement of the cage, the stainless steel kup is easily removed with (supplied snap ring pliers) and can be reused indefinitely in new cages. Set up shall be conducted by an authorized technical representative of the manufacturer and shall include the following: Assembly of HEPA blower systems to wall brackets. Testing of all cage locations on each rack for proper air flow as specified in the Operating Manual reports will be required prior to shipment. Instruction by representative to Technicians, Caretakers, and Investigators on startup procedures, service, and preventive maintenance. The following factors shall be used to evaluate offers: (i) Technical capability of the items offered to meet the Government's requirement. (ii) Price. The government will award the purchase order to the lowest price technically acceptable quote. Technical acceptability will be determined by review of information submitted by the quoter which must provide a description in sufficient detail to show that the product/service quoted meets the Government's requirement. The government is not responsible for locating or securing any information, which is not identified in the proposal.
