- The National Science Foundation (NSF), Division of Acquisition and Cooperative Support (DACS) anticipates releasing a Request for Proposal (RFP) under Solicitation Number DACS10P2177 on or about July 12, 2010. The procurement will be conducted under the procedures of FAR Part 15, Contracting by Negotiation on a full and open competition basis. This requirement is for the Research and Evaluation on Education in Science and Engineering (REESE) program which aims at advancing research at the frontiers of Science, Technology, Engineering and Mathematics learning, education, and evaluation, and at providing the foundational knowledge necessary to improve STEM teaching and learning at all educational levels and in all settings. Specifically, the contractor shall perform a multi-year evaluation of the REESE program. The Contractor shall design and execute an evaluation that addresses the evaluation questions of interest to the program using methods that best fit the context of the program and ensure that the evaluation questions are answered. During the performance of this requirement, the Contractor shall propose additional questions to be included in the evaluation based on the literature and on the evaluation of and research on educational research. However, at a minimum, the Contractor shall address the following evaluation questions. To what extent is the REESE program catalyzing discovery and innovation in research in STEM learning, education and evaluation? How effective is the REESE program in stimulating the field to produce high quality, rigorous research studies at all phases of the Cycle of Research and Development? How effective is the REESE program in supporting the accumulation of knowledge in STEM education at all levels and in all settings? How effective is the REESE program in promoting interdisciplinary research in the pursuit of national questions of STEM teaching and learning? REESE program staff and COTR will review and provide feedback on the proposed evaluation design and its suitability for adequately answering the evaluation questions; review and provide feedback on drafts of reports; review and provide feedback on data analyses and interpretations of the data; and review and comment on data presentations that depict findings. It is the responsibility of interested parties to independently review the website for updates to any and all documents. This is a Presolicitation Notice and does not commit the Government to award of any contract under the above listed terms.
