- The National Science Foundation (NSF), Division of Acquisition and Cooperative Support (DACS) anticipates releasing a Request for Proposal (RFP) under Solicitation Number DACS10P2178 on or about July 12, 2010. The procurement will be conducted under the procedures of FAR Part 15, Contracting by Negotiation on a full and open competition basis. This requirement is for the Discovery Research K-12 (DR K-12) program which enables significant advances in K-12 student and teacher learning of the STEM disciplines through development and study of innovative resources, models, and technologies for use by students, teachers, administrators and policy-makers. The Contractor shall perform a multi-year evaluation of the DR K-12 program. The Contractor shall design and execute an evaluation that addresses the evaluation questions of interest to the program using methods that best enable meaningful answers to the evaluation questions. Specifically the Contractor's program evaluation shall investigate two main foci: DR K-12 goals and advancement of themes from legacy programs. During the performance of this requirement, the Contractor may propose additional questions to be included in the evaluation based on the literature and on the evaluation of and research on the relationship between resources, models and tools and learning. However, at a minimum, the Contractor shall address the following evaluation questions: What does the portfolio of funded projects look like? We seek a descriptive analysis of the portfolio of DR K-12 projects along the following dimensions: o Study designs o STEM content areas o Grade levels o Types of models, resources, tools and technologies being developed o Geographic areas of the funded projects o Are projects developing their own models or adapting/testing existing models? What percent of development-intensive projects funded in the DR-K12 program employ appropriate methods to evaluate efficacy and apply them rigorously? o What were the methods used to study these projects? o What have been the results of these studies? What percent of resources (instructional programs, models, or interventions) developed by the DR K-12 program are found to be effective and ready for adoption at scale? What are the combined effects of the DR K-12 projects that have been evaluated with rigorous methods? What do these combined effects contribute to the knowledge base about innovative approaches to improving STEM learning and teaching? Do the resources, models, tools and technologies developed and/or studied in DR K-12 projects lead to significant improvement in student learning? To significant improvement in teacher STEM competency? DR K-12 program staff and COTR will review and provide feedback on the proposed evaluation design and its suitability for adequately answering the evaluation questions; review and provide feedback on drafts of reports; review and provide feedback on data analyses and interpretations of the data; and review and comment on data presentations that depict findings.
