Description
The National Science Foundation (NSF), Division of Acquisition and Cooperative Support (DACS) anticipates releasing a Request for Proposal (RFP) under Solicitation Number DACS10P2179 on or about July 12, 2010. The procurement will be conducted under the procedures of FAR Part 15, Contracting by Negotiation on a full and open competition basis. The Informal Science Education (ISE) Program advances public understanding of STEM content and processes and promotes engagement with informal STEM education experiences. In addition to building on lessons learned from education research and evaluation, the ISE program supports projects that promote lifelong learning of science, technology, engineering, and mathematics by the public through voluntary, self-directed engagement in STEM-rich informal learning environments and experiences. The Contractor shall perform a multi-year evaluation of the ISE program. The Contractor shall design and execute an evaluation that addresses the evaluation questions of interest to the program (see below) using methods that best fit the context of the program. Specifically, the Contractor's program evaluation shall investigate these programmatic levels: The field-professionals who work in the ISE field. Infrastructure-the ISE institutions and organizations that wholly or as a part of their missions develop and implement ISE learning experiences. Learners-people who participate in ISE learning experiences. The ISE program sees its role as improving the means by which the Informal Learning Institutions and Informal Science Education professionals can provide more effective informal learning experiences to public audiences. ISE program staff and COTR will review and provide feedback on the proposed evaluation design and questions; review and provide feedback on drafts of reports; review and provide feedback on data analyses and interpretations of the data; and review and comment on data presentations that depict findings. Interested firms must check fedbizopps.gov for a copy of the solicitation when it is released. There will be no paper copies of the solicitation made available when it is published. It is the responsibility of interested parties to independently review the website for updates to any and all documents. Potential offerors are responsible for downloading their copy of the solicitation and amendments, if any. No telephone inquiries about this notification will be accepted. This is a Presolicitation Notice and does not commit the Government to award of any contract under the above listed terms.
