- The National Science Foundation (NSF), Division of Acquisition and Cooperative Support (DACS) anticipates releasing a Request for Proposal (RFP) under Solicitation Number DACS10P2180 on or about July 12, 2010. The procurement will be conducted under the procedures of FAR Part 15, Contracting by Negotiation on a full and open competition basis. This requirement is for the ITEST (Innovative Technology Experiences for Students and Teachers) program which responds to current concerns and projections about the growing demand for professionals and information technology workers in the U.S. and seeks solutions to help ensure the breadth and depth of the STEM workforce. Supported projects are intended to provide opportunities for K-12 students and teachers to build the skills and knowledge needed to advance their study and to function and to contribute in a technologically rich society. It is funded by H-1B visa funds. The Contractor shall perform a multi-year evaluation of the ITEST program. The Contractor shall design and execute an evaluation that addresses the evaluation questions of interest to the program using methods that best fit the context of the program and ensure that the evaluation questions are answered. During the performance of this requirement, the Contractor shall propose additional questions to be included in the evaluation based on the literature and on the evaluation of and research on educational research. However, at a minimum, the Contractor shall address the following evaluation questions. Portfolio description: What do the projects do? Who do the projects serve? Where and when are ITEST project activities taking place? Efficacy: What are the achieved outcomes in key areas for students and teachers in ITEST projects? Quality: What is the level of rigor in the project evaluations? What project characteristics contribute to a model's success? What models show the most promise for delivering desired student and teacher outcomes? Do youth who participate in ITEST projects demonstrate greater interest in STEM activities and careers than non-participants? ITEST program staff and COTR will review and provide feedback on the proposed evaluation design and its suitability for adequately answering the evaluation questions; review and provide feedback on drafts of reports; review and provide feedback on data analyses and interpretations of the data; and review and comment on data presentations that depict findings. Interested firms must check fedbizopps.gov for a copy of the solicitation when it is released. There will be no paper copies of the solicitation made available when it is published. It is the responsibility of interested parties to independently review the website for updates to any and all documents. Potential offerors are responsible for downloading their copy of the solicitation and amendments, if any. No telephone inquiries about this notification will be accepted. This is a Presolicitation Notice and does not commit the Government to award of any contract under the above listed terms.
