Description
United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division, (EAD) is soliciting sources for firms with the capability to perform the following work and services for the analysis of multiple datasets to obtain indices of red tide severity, to develop stock assessments models that can incorporate indices of episodic mortality and to test hypothesis related to red tide impacts upon grouper populations, for National Marine Fisheries, Southeast Fisheries Science Center. The project objectives are to develop indices of severity of red tide upon groupers using satellite and water monitoring data; develop statistical indices of red tide severity using spatial statistical and other modeling methods; develop model framework to incorporate episodic mortality into population models; test various index construction methods to determine the best predictor; and test of hypotheses regarding size/age based mortality due to red tide. After results of this market research are obtained and analyzed, NOAA may conduct a competitive procurement and subsequently award a Purchase Order. If at least two qualified small businesses are identified during this market research stage, then any competitive procurement that resulted would be conducted as a small business set-aside. Interested firms shall provide, in writing, the company name, address, point of contact, telephone number, and business size. Information submitted should be pertinent and specific in the technical area under consideration, on each of the following qualifications (1) Experience: an outline of previous projects, specific work previously performed or being performed and any in-house research and development effort in model and design-based estimation procedures for spatial data analysis, experience in geostatistical spatial modeling of large and complex datasets, experience evaluating Florida Fish and Wildlife Commission red tide monitoring program data; experience programming statistical models in R and SAS and demonstrated ability to evaluate sampling methodology.; (2) Personnel: Name, professional qualifications and specific experience of scientist, engineers and technical personnel who may be assigned to perform in the technical areas under consideration. Any other specific and pertinent information as pertains to this particular area of procurement that would enhance our consideration and evaluation of the information submitted will be considered by the agency.
