Description
Tumaco, Colombian, New Construction of Barracks Synopsis The U.S. Embassy, Narcotics Affairs Section (NAS) Bogotá has a requirement for new construction of a barracks. The project consists of the construction of a barracks/housing unit with kitchen, laundry, dining room and living room area, 1110 square meter unit constructed in masonry and concrete. The structure will be one story capable of lodging 120 people (maximum) on bunk beds distributed in 20 separate rooms with restrooms. The project includes, site works, reinforced concrete structure, masonry, plaster and paint, metallic roofing, water and sewer installations, electrical and gas networks. Place of Performance: Army terrain in the Navy base at Tumaco, located in Tumaco Narino, Colombia. Tumaco is the second port of Colombia on the Pacific Ocean. It is located at the south side of the country, on the border with Ecuador and the Pacific Ocean. The closest city is Pasto located 300 KM from Tumaco and the access roads are not in good condition. Tumaco can be accessed through domestic airlines from Cali. It has temperatures of 28 C, and is one of the rainiest zones. It is considered to be a high risk and hostile region. Contract Information: The solicitation will be unrestricted to allow U.S. and non U.S. firms to participate in the selection process. The procurement will be conducted using the source selection procedures and the award will be based on Lowest Priced, Technically Acceptable Offer (LPTA) best value acquisition which will be cited in this announcement and the solicitation. Liquidated damages for this project will be accessed at $1,393.00 a day. The anticipated release date of the solicitation is planned for September 15, 2010, with award of a contract anticipated in October 2010 with a Notice To Proceed (NTP) to be issued shortly after award with a 240 calendar day period of performance from notice to proceed to substantial completion. The resulting contract type shall be firm fixed price. The estimated construction cost for this project is between $500,000.00 and $1,000,000 dollars. Evaluation Criteria: The source selection process will consist of two (2) volumes. Volume I Price proposal and other pro forma information as will be stated in the solicitation. Volume II Business Management and Technical Proposal of this acquisition will evaluate offerors considering the following factors: Proposed Work Information, Qualifications and experience of the offeror's proposed project superintendent and subcontractors, Experience and Past Performance, Proposed Performance Schedule in bar chart format, Narrative Description of Work Plan/methodology Obtaining the solicitation: The solicitation, including drawings and specifications, will be available for download from FedBizOpps - website: http://www.fbo.gov. The solicitation, and the associated documents for this project, will not be issued on CD unless there are technical difficulties that cannot be promptly corrected on the FedBizOpps website. All notifications of changes to this solicitation shall be made through the Internet only. It is the contractor's responsibility to check for any posted changes to the solicitation. The solicitation and any future amendments to the solicitation will be available for download via the FedBizOpps website on or about September 2010, NO solicitation documents will be mailed, faxed or emailed.
