Description
This Source Sought Notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Washington Headquarters Services Acquisition & Procurement Office. The Washington Headquarters Services Acquisition & Procurement Office is seeking capability statements from all eligible small business concerns under the North American Industry Classification System (NAICS) code 541330 – Engineering Services, with a size standard of $27.0 million per annum. Based on the responses received for this SOURCE SOUGHT announcement the proposed acquisition may be solicited as a Total Small Business Set-Aside. The purpose of this Sources Sought Notice is to identify technically qualified small business concerns [including 8(a), Historically Underutilized Business Zone (HUBZone) Small Businesses and Service Disabled Veteran-Owned Small Businesses (SDVOB)] that are interested in and capable of performing the work described herein. ONLY SMALL BUSINESSES SHOULD RESPOND TO THIS ANNOUNCEMENT. A&PO does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted. A&PO may issue a Request for Proposal (RFP) as a result of this Sources Sought Notice. Should such a requirement materialize, no basis for claim against A&PO shall arise as a result of a response to this Sources Sought Notice or A&PO’s use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. All eligible small business concerns responding to this Sources Sought Notice shall demonstrate an understanding of the problems and challenges involved in providing Systems Engineering Program Support, Policy and Guidance Support, Advanced Practices, Strategic Studies, Cyber Security and Program Protection, Organizational and Capability Development and Assessment, and Organizational Management. Program Support includes Systems Engineering Oversight of Major Defense Acquisition Programs (MDAPs) and Major Automated Information Systems through Program Support Reviews, Non-Advocate Reviews, Nunn-McCurdy Certifications, Defense Acquisition Executive Summaries and advising the Defense Acquisition Board and Overarching Integrated Product Teams. Other program-related activities include support of Acquisition Documentation Development/Review/Coordination, Development Planning, Technical Reviews and SE IPTs. Policy and Guidance Support includes the integration of Systems Engineering into DOD policy by supporting the updating of DODI 5000.2, maintenance of a Defense Acquisition Guidebook, preparation of Systems Engineering Plan and Program Protection Plan Preparation Guides, and other Systems Engineering and Development Planning guidance. Advanced Practices support includes developing new processes and methods and tools to improve program protection and system assurance of MDAPs. Advanced Practices work also includes technical support related to Global Information Grid policy and oversight of key programs as well as IT Standard and Interoperability Committee and Policy support. Organizational and Capability Development and Assessment consists of advocacy, oversight and guidance to elements of the acquisition workforce responsible for systems engineering, development planning, and lifecycle management and sustainment functions as well as identifying needed changes or improvements. Organizational Management consists of daily operational support for technical and business support functions and processes necessary for all operations and product development including support of: NSPS Personnel System management, action tracking, hiring processes, continuous process improvement, technical editing, executive assistance and administrative routing of action packages. The anticipated total period of performance for this requirement is five (5) years, a base year, and four (4) one-year options. Services are to commence no later than December 2010. Interested, qualified small business organizations should submit a tailored capability statement for this requirement, not to exceed 20 single-sided pages (including all attachments, resumes, charts, etc.) presented in single-space and using a 12-point font size minimum that clearly details their capability to perform the aspects of the notice described above. Standard brochures and paraphrasing of the SOW will not be considered a sufficient response to this notice. All proprietary information should be marked as such. Capability statements must specify the small business type and size under the eligible small business concern’s name and address on the first page of the document. Responses will be reviewed only by A&PO and OSD personnel and will be held in a confidential manner. Feedback or evaluation information will not be provided to any firm regarding their individual capability statements. All capability statements sent in response to this SOURCES SOUGHT Notice must be submitted electronically (via e-mail) to Mercedies Williams, Contract Specialist, at mercedies.williams.ctr@whs.mil in MS Word or Adobe Portable Document Format (PDF) by July 12, 2010 at 2:00 PM local time. All responses must be received by the specified due date and time in order to be considered.
