- THIS NOTICE IS FOR INFORMATION ONLY-The Health Resources and Services Administration (HRSA) intends to negotiate a on a SOLE SOURCE basis with Gary L. Hart, Ph.D. 1723 West Wimbledon Way, ORO Valley, AZ 85737. Dr. Hart is the creator of the Rural Urban Commuting Areas (RUCA) methodology. The purpose of this procurement is (1) to provide general technical assistance to researchers, policy makers and grant program applicants (i.e., the general public), about the RUCAs methodology for identifying rural and urban areas in the United States, and (2) to analyze data from American Association of Medical Colleges (AAMC) survey of primary care physicians for characteristic of rural primary care practice. The rurality of the location of the primary care practices will be determined using RUCAs. This procurement shall be processed in accordance with the Federal Acquisition Regulations (FAR) Part 13, Simplified Acquisitions. The period of performance for this project is a base year and four (4) option periods. In accordance with FAR 13.106-1, Justification for Other Than Full and Open Competition is attached. The proposed contract action is for services for which the Government intends to solicit and negotiate with one source under the authority of FAR 13.106-1. Interested persons may identify their interest and capability to respond the requirement. This notice of intent is not a request for competitive proposals. However, all capability statements received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
