Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL OR QUOTE. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS/QUOTES WILL NOT BE REQUESTED. The National Institutes of Health, ORS, DVR, DRSB, Bacteriology Laboratory, Micro Lab intends to negotiate and award a purchase order on a noncompetitive basis to Biolog, Inc, 21121 Cabot Boulevard, Hayward, California 94546. This requirement is to provide a GEN III OmniLog Plus ID System which is a rapid automated incubation and identification system designed to identify aerobic and anaerobic bacteria. The sole source determination is based on Biolog being the sole manufacturer of this product and the associated system. The system requires the use of Biolog microplate test panesl, which are automatically read and analyzed by the identification software. No other microbilogical identification system uses this unique patented carbon-source utilization technology and there are no other authorized re-sellers of Biolog products within the US and Canada. The microplate panel in the Gen III system consists of 94 tests which incorporate 71 carbon source and 23 chemical assays. This allows the system to analyze the cell property patterns and interprets results from an extensive library of species. It can identify over 2200 species of bacteria, yeast, and fungi. The species in the database included environmental, marine, veterinary, agricultural and clinical microorganisms. No other microbiology test kits provide the capability to identify such an extensive list of species. In addition, the management software provides for the trending and tracking of microbial identifications for environmental monitoring. This program is another feature that sets Biology apart from the other identification technologies. The North American Industry Code (NAICS) Code is 325413 and the Size Standard is 500 employees. The acquisiton is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR Part 6, Competition Requirements. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest for consideration in any future requirements. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
