Description
Statement of Objectives for Conventional Weapons Destruction (CWD) The Department of State has a requirement to procure worldwide Convention Weapon Destruction (CWD) services in support of it's Weapon Removal and Abatement (WRA) Program within the Department of Political and Military Affairs. This program supports the advancement of peace and security by providing tools for a humanitarian response and a means to promote regional stability by reducing the likelihood of illicit trafficking of weapons and ammunitions. This sources sought notice is issued for the purpose of determining the availability and technical capabilities of at least two qualified small businesses, woman-owned small businesses, veteran-owned small businesses, service disabled veteran owed small businesses, or HUBZone small businesses capable of performing. CWD is defined as a set of explosive remnant of war (ERW) programs that includes humanitarian mine action (HMA), battle area clearance(BAC), small arms and light weapons (SA/LW) destruction -- to include destruction of at-risk munitions, and man-portable air defense systems (MANPADS) -- as well as large-caliber weapons and munitions, stockpile and cache reduction, and physical security and stockpile management (PSSM). The U.S. Department of State intends to procure worldwide CWD Services to plan, organize, train, deploy and operate contractor work parties to locate, destroy, safeguard or remove mines, small arms and light weapons and provide survivor assistance. All logistic support for the work parties will be required by the task order. The contractors may be required to recruit, evaluate, train and deploy local/third-country foreign nationals and/or advise host nation officials. The Office develops, implements and monitors policy, programs and public engagement efforts that contribute to the prevention and mitigation of conflict, as well as post-conflict social and economic recovery. The focus is three-fold: to curb the illicit trafficking, availability and indiscriminate use of conventional weapons of war that fuel regional and internal instability; to pursue and help manage post-conflict cleanup of such weapons in areas needed for civilian use; and to engage civil society to broaden support for our efforts and enhance U.S. influence. The Office furthers U.S. foreign policy goals through the development and implementation of comprehensive solutions to the security challenges and harmful humanitarian effects caused by the illicit proliferation of conventional weapons of war, and the existence of public hazards from such weapons following cessation of armed conflict. Conventional weapons and munitions addressed by the Office include but are not limited to landmines, unexploded ordnance (UXO), abandoned ordnance (AO), MANPADS, and other SA/LW. If encountered, suspected chemical, biological and radiological items or any other item including large conventional weapons would also be included. The Office strives to limit the access of terrorist or criminal groups to such weapons and munitions. At the same time, by addressing acute humanitarian needs, this Office demonstrates the United States commitment to a set of values that respects human life. The Office works closely with other U.S. Government agencies as well as non-governmental organizations, international organizations and private enterprises. The RFP is not complete but a draft of the Statement of Objectives (SOO) is enclosed for comment. The Department may choose to answer the questions received but there is no duty to do so. The Draft SOO may be amended based on feedback provided by industry or further U.S. Government internal review, if warranted. The final SOO will be incorporated into and issued as part of an RFP on or about August 15, 2010. Teaming arrangements enhancing capabilities will be favorably considered but are not required. The facility clearance level for this requirement is secret. The key personnel for this requirement are - program manager, task leader, field supervisors, EOD, HMA and other technical specialists such as but not limited to mine detection dog handlers, PSSM experts, and host country advisors. Replacement for key personnel must be provided within 14 days of position vacancy and all other vacancies must be filled within 30 days of position vacancy. Interested small businesses shall e-mail a capability statement signed by a corporate official who can officially bind the company and verify that the company meets the above requirements. The capabilities statement shall be in sufficient enough detail so the Government can determine the experience and capabilities of your firm to provide the requirements in the SOO, but not to exceed 5 single sided, single spaced pages of a font size no smaller than 12 point. The capability statement should have attached a minimum of three (3) business references (not included in page count) with current contact information relevant to the primary functions of this requirement as described in the attached DRAFT SOO. This sources sought notice is for information and planning purposes and is not to be constructed as a commitment by the Government to issue a solicitation nor will the Government pay for the information requested.
