- Solicitation 28 June 10 Statement of Work The U.S. Department of State (DoS) requires support services for a pilot program that will develop and facilitate SMS-based social networking in Afghanistan. In partnership with the U.S. Department of State, this program should take advantage of and build upon existing SMS services and infrastructure in Afghanistan. The services to be provided would include a system through which a single content provider can reach out to many users; many individual users can reach out to a central collection point; and, individual users can reach out to other individual users or groups of users. Messaging should be available in, Pashto and/or Dari. Practical applications of this service would include SMS user groups; SMS tip lines, SMS emergency alert messaging and user to user SMS communications. The contractor will provide a national SMS social networking tool. The Department of State intends to award a contract by conducting a small business set-aside competition. Telephone request for the solicitation will not be accepted. All proposals from responsible vendors will be evaluated if received on time. Vendors who do not quote the entire package requested will be considered non-responsive and their quote will not be evaluated. All proposals shall include the following information: Cage Code, Duns Number, Taxpayer I.D. No., Payment Terms, and/or Discount Terms, Offerors Reps and Certs, Point of Contact, Phone, Fax, Email and Proposed Delivery Schedule. IAW FAR 52.204-7and DFARS 252.207-7004 Alt A, prospective vendors must be registered in the CCR database prior to contract award. Lack of CCR registration shall be a determining factor for contract award. Prospective vendors should visit the CCR website at http://www.ccr.gov/Start.aspx to register. IAW FAR 52.212-3, Offeror Reps and Certs - An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (c) through (m) of this provision and must submit these paragraphs with their proposal. All questions and answers will be posted by amendment to the solicitation. Proposals shall be submitted electronically to WilliamsTL5@state,gov no later than 30 July 2010, 12:00 pm EDT
