Description
The Department of Veterans Affairs is seeking proposals from General Contractors to construct Phase 2 Outpatient Addition at the VA San Juan Medical Center, Puerto Rico. This procurement is unrestricted (full and open competition). This project (672-085B Seismic Corrections Phase 2 Outpatient Addition) includes construction of a 134,000 GSF new single story of occupied space for outpatient clinics on top of the existing Outpatient Addition (OPA) building. Create a 6.0 feet tall interstitial space between the existing OPA roof level and the underside of the new floor for distribution of mechanical, plumbing and electrical services. Construct a new connecting corridor on the second floor level of the existing Building 1 to connect this level with the new administration building. Provide access from here to the new additional floor and the penthouse on its roof by a new elevator shaft and new stairs. Construct two additional new interior stairs connecting the new second floor with the first floor and basement near the existing courtyard and near the connection to the existing main hospital building. Construct two additional exterior stairs to facilitate egress requirements. Construct two new sheer walls and extend existing sheer walls to the new second floor roof to facilitate seismic requirements. Renovate the main lobby on the first floor and the areas between the lobby and the existing main hospital building. The construction of this project should allow for maintaining full operation of the existing facility during work. A key item to achieve this task is to maintain continuous operation of the existing HVAC system with minimal service interruption. The new HVAC units and cooling towers serving the existing facility will need to be installed and fully operated prior to the removal of the existing air handling units and cooling towers from the existing roof. There are three base bid items: CLIN 001-Base Bid General; CLIN 002A Base Bid Physical Security; and CLIN 002B Asbestos Abatement. Additionally, there are six add alternates: CLIN 003 Add Alternate Enclosed Stairs near courtyard, CLIN 004 Add Alternate- Clerestory, CLIN 005 Add Alternate - Pergola Above windows, CLIN 006 Add Alternate - Enclosure of stairs #8 and #9, CLIN 007 Add Alternate - New elevators, CLIN 008 Add Alternate First Floor Lobby Renovation & New Finish Materials. The work is located at VA San Juan Medical Center. The Offeror shall furnish, and obtain any and all necessary licenses and/or permits required to perform this work in Puerto Rico. This is a Request for Proposal (RFP) solicitation. There will be no public bid opening. The magnitude of this project is between $20,000,000.00 and $50,000,000.00. The NAICS Code for this work is 236220. To be considered a small business under this code the SBA size standard must not exceed $33.5M. Small business subcontracting goals for this project are as follows: (a) 17.7% for Small Business (SB); (b) 5% Small Disadvantaged Business (SDB); (c) 3% Service-Disabled Veteran Owned Small Business (SDVOSB); (d) 5% Women-Owned Small Business (WOSB); (e) 3% HUBZone Small Business, and (f) 5% Veteran-Owned Small Business (VOSB). The solicitation package will be posted on FedBizOpps, which can be accessed at https://www.fbo.gov/. Documents will be available on or about July 13, 2010. A Pre-Proposal conference is scheduled for July 22, 2010 at 1:00PM EDT, in the auditorium at the VA Medical Center, 10 Casia Street, San Juan, PR 00921. The offerors shall submit questions to the Contracting Officer but not later than July 28, 2010, at 4:30 pm Eastern time to Robert Capers at Robert.Capers2@va.gov, and William Picking at William.Picking@va.gov. The government will respond to all questions not later than August 4, 2010, via an amendment on FedBizOpps. In the subject line of any e-Mail sent, identify: VA SAN JUAN OPA 2. Proposals are due to the Contracting Officer by August 13, 2010, 2:00 PM EDT. For changes to the issue date or any other changes to the information in this synopsis, potential offerors are responsible to check the information at https://www.fbo.gov/. The Government will not provide paper copies of the solicitation. Telephone, written, facsimile, or e-mail requests, for the solicitation package will not be honored. Potential Offerors must be registered in CCR and have a DUNS Number to download documents. By registering for the Register to Receive Notification list at http://www.fedbizopps.gov, you will be notified by e-Mail of any new amendments that have been issued and posted. No other notification of amendments will be provided. Potential Offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation The Interested Vendors List (IVL) will be activated and may be accessed and printed from the FedBizOpps web site. Prospective offerors who would like their company name included on the IVL list may do so on the FedBizOpps website under IVL. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. In addition, Offerors must complete the On-Line Representation and Certifications Application (ORCA) in order to receive a contract award.
