- Description
- The Space and Naval Warfare Systems Command (SPAWAR) intends tonegotiate a sole-source contract with Harris Corporation, 1680 UniversityAvenue, Rochester, NY 14610. This contract will require Harris to produce theTactical Key Loader (TKL) KIK-11, which is a ruggedized key managementdevice that supports the receipt, storage and issue/fill of electronic keys toDoDand other Government agency End Cryptographic Units (ECUs) or tacticalradios. The Government plans to procure 50 KIK-11 units for first articletesting. Upon successful completion of first article testing by the Government,the contractor will produce a maximum of 17,500 KIK-11 units over a five yearperiod. As the original designer of the Sierra II cryptographic module in theTKL program's Engineering Development Models (EDMs), Harris is the onlycompany that possesses the detailed knowledge and expertise to perform thework detailed above, as well as the proprietary rights to the crypto modulethatresides within the KIK-11 fill device. This new sole source contract to HarrisCorporation will have a Firm-Fixed Price (FFP) pricing structure and a fiveyearordering period covering the procurement of first article units, productionunits,re-initialization of fielded units and contract data requirements. The Government is not soliciting proposals in response to this synopsis.However, since it is the policy of the Government to foster competition, anyprospective offeror may provide information, which the Government will considerin its continued review of the sole-source nature of the requirement. Thesolicitation will be issued without further notice.
