Description
NASA/LaRC has a requirement for upgrades to the Probabilistic National AirspaceSystem (NAS) Platform (PNP)Air Traffic Simulation Software to support the researchrequirements of the Systems and Portfolio Analysis research focus area within the SystemsAnalysis, Integration, and Evaluation (SAIE) Project of the NASA Airspace System Program. The proposed effort includes creating a Separation Assurance (SA) interface software andenhancing the PNP core functionality to support the reuquirements of current andanticipated future NASA developed tactical and strategic SA algorithms; interfacing theNASA developed 'Stratway' strategic SA code with PNP; enhancing the Graphical Userinterface and PNP simulation display to support the new functionality; and updating theeisting users/developers guide to PNP to include the new functions.NASA/LaRC intends to purchase the items from Sensis Corporation as the designer/developerof the original PNP software. As the original developer of the software, and owner ofthe proprietary code, upgrades to the functionality of the PNP simulation tool must bemade by Sensis. Development of a software program with similar capabilities wouldrequire many years of development either by NASA or other contractors. Therefore, inaccordance with FAR 6.302-1, there is 'Only One Responsible Source and no other suppliesor services will satisfy agency requirements.' The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon July 12, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
