- SOURCES SOUGHT: United States Marine Corps Program Manager, Medium Tactical Vehicle Replacement/Logistics Vehicle System Replacement (PM MTVR/LVSR), Program Executive Officer Land Systems (PEO LS), Quantico, VA, working with/through the Defense Logistics Agency, is seeking potential sources to provide replacement transparent armor (TA) for each of the windows in an armored MTVR. Vendors that meet Government requirements identified herein will be added to a Qualified Product List (QPL) and shall be identified as an eligible source for purchase orders for replacement of existing MTVR Armor System TA parts. Such orders shall be placed through contracts established by DLA, based on orders placed through the supply system. The TA shall meet the requirements of the Interface Control Drawing for MTVR Transparent Armor – a draft of which is available for industry review and comment upon request. In order to be considered for addition to the LOGCOM QPL, interested vendors shall be required to provide: (1) Test data from a Government test agency certifying compliance with ballistic performance requirements in the MTVR TA ICD; (2) Demonstrate capability to produce the TA pieces in quantities required to meet Government historical monthly demand and turn around time (to be provided upon request); (3) Demonstrate and provide data of their production quality control system (i.e. ISO or comparable); and (4) Provide sample TA piece parts and glass coupons for Government verification of form, fit, function interchangeability with existing parts, as well as Government ballistic verification testing (if required). In addition, to be considered for addition to the QPL, vendors will be required to provide a 3 year warranty against delamination of the TA. Industry firms interested in becoming sources for MTVR TA are invited to submit a response to this notice to the POCs identified below. The response should include: (1) A copy of their GSA schedule, if applicable, or identification of past history of providing TA for military tactical vehicles (including PCO or other Government contact information); (2). Literature, brochures, and/or capability summaries directly addressing their ability to meet the aforementioned requirements; and (3) Any comments on the Draft MTVR TA ICD. Responses shall be in vendor desired format; there is no limitation on pages, but vendors are requested to be concise. Any included information should be checked for security classification with the MTVR security guide. A copy of the MTVR Armor Security Classification Guide is available from PM MTVR/LVSR, 2208 Lester Street, Quantico, VA (Attn: Mr. Joseph Burns, email address: joseph.c.burns@usmc.mil). If classified data is to be submitted, vendors shall contact Mr. Burns via email to get further direction on submission requirements. An Excel spreadsheet showing recent demand history for MTVR Transparent Armor is available upon request. Interested vendors can also access MTVR vehicles in Quantico (VA) or Albany (GA) in order to ensure form, fit and function interface; and current glass assemblies can be provided as GFE to vendors awarded ID/IQ contracts as a result of the follow-on DLA RFP. PM MTVR/LVSR and DLA shall review responses, and may decide to request follow-up information with all or some respondents. Such follow-up requests may take the form of an email or phone request for clarification, and/or a face-to-face meeting at Quantico, VA. If a face-to-face meeting is requested, the vendor shall be expected to provide a presentation (Microsoft PowerPoint and oral presentation), with the option of providing a table-top demonstration of their TA product as well. The presentation / demonstration shall not exceed two hours. It is anticipated that the Qualified Product List (QPL) and related contracts for MTVR Armor System replacement TA will be established by DLA in late FY 2010 or early FY 2011. DLA shall establish Indefinite Delivery/Indefinite Quantity firm fixed price contracts with vendors on the QPL.
