- --RECOVERY— The Shavers Fork Mitigation Project is located high in the mountains of Randolph and Pocahontas Counties in West Virginia. The lower end of the project is located 12.5 miles east of Huttonsville on Route 250. The upper end of the project is 15 river miles upstream of the bridge at Route 250. The uppermost project site, at the confluence of Rocky Run, is 13 railroad miles from the primary staging location at Cheat Bridge. Transportation of all materials, equipment, and personnel to the project sites must be via the railroad. There are no roads to the construction sites. The successful contractor must meet all requirements for operating on the state-owned railroad. Additionally, the contractor must provide all of the special equipment required to complete the project. The contractor will have to be a railroad contractor or subcontract out all of the rail-related services. Certification must be completed with the pre-notice so certification will be completed as soon as possible. The project is located within the boundaries of the Monongahela National Forest and is on a pristine trout stream, which will require strict adherence to pollution control measures. The project includes various fish habitat improvements covering 4.5 miles of remote trout stream with the following major work items: Approximately 4,800 linear feet of streambank restoration to reduce sediment and improve the stream function by re-connecting it with floodplain; 66 boulders for fish habitat boulder clusters; deepening/excavation of 33 pools to provide cover and refuge for fish; thalweg deepening for 4,900 linear feet to improve fish migration during dry weather (low flow) conditions; 43 single wing rock deflectors to encourage narrowing of the normal flow channel to encourage natural thalweg development and to help keep the water temperature lower during hot weather months; 14 boulder J-hook vanes to provide fish habitat structure and reduce sediment load; 2 boulder cross vanes; 1,500 tons of rock riprap; installation of 42 large woody debris structures to provide cover, introduce organic material into the stream system, and reduce bank erosion; 1,971 square yards of streambank repair using reinforced earth, toe wood, and brush mattresses using branch cuttings and live stakes; planting over 1,000 red spruce seedlings; planting over 700 other trees and shrubs to accelerate the natural recovery of the riparian environment ultimately providing shade, cover, and other natural benefits to the stream. The project also includes supporting work elements including temporary construction access roads, erosion and sediment control, seeding and mulching, pollution control, dewatering, mobilization, and other related work. The NAICS code for this solicitation is 237990. This is an unrestricted solicitation. The estimated price range for this project is $1,000,000.00 - $5,000,000.00. The required performance time is 1,525 calendar days, which includes shutdown periods. The Invitation for Bid (IFB) will be issued on, or about July 14, 2010. Site Showing will be held at 10:00 a.m. local time (LT) on July 20, 2010 at the US Forest Service Building in Elkins, WV. Award will be made pursuant to the “Small Business Competitiveness Demonstration Program.” PLEASE NOTE: All Contractors must register in the Central Contractor’s Registration database at www.ccr.gov. The first step to registering is to obtain a Data Universal Numbering System (DUNS) number, which is a unique nine-character identification number provided by the commercial company Dunn and Bradstreet (D&B). It behooves anyone who is submitting a quote to begin this process as soon as possible since it can take several days to complete.
