- PRE-SOLICITATION NOTICE FOR Upgrade Electrical Distribution Phase III Project at the Oscar G. Johnson VA Medical Center, Iron Mountain, MI. Contractor shall provide for and furnish all labor, superintendence, materials, tools, equipment, transportation, licenses, certificates, insurance, temporary protection, and other items designated under the provisions of this contract Upgrade Electrical Distribution Phase III, necessary to construct an addition to the existing Building #2 to house a third 1.25 Megawatt generator to provide additional capacity and redundancy to the Phase II emergency power generation system. It includes Generator #3 which will be connected to the existing paralleling switchgear and emergency power distribution system. The project will include all associated site modifications to accommodate the building addition. Additional site modifications will be made to provide an access road for fuel delivery and other delivery vehicular traffic, and includes improvements to the storm sewer collection system adjacent to the building addition. This project also includes electrical modifications and upgrades in Buildings #1, #2 and #6 to correct code violations, reliability concerns, and other deficiencies in the existing electrical power distribution system. The work includes the removal of all existing cloth insulated wiring, replacement and/or addition of new distribution panels, the addition of distribution circuits, upgrades to the Uninterrupted Power Supply (UPS) system, and upgrades to the existing Building No. 1 lightning protection system. All work is to be completed within 390 days after the issuance of the notice to proceed. This construction project is set-aside for Veteran-Owned Small Business (VOSBs). All prospective contractors must be registered on the VetBiz website, www.vetbiz.gov, to be considered for award. The solicitation, specifications and drawings will be posted on Fedbizops. There will be pre-construction conference held for this project and all prospective bidders are encouraged to attend. Details of the pre-construction conference will be included in the solicitation packages. The solicitation will be issued on/about July 9, 2010 with the bid opening on/about August 10, 2010. The bidder is responsible to monitor and download any amendments from Fedbizops which may be issued to this solicitation. In accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006. Pursuant to 38 USC 8127(d), competition is restricted to VOSB construction firms. The project magnitude range is between $2,000,000 - $5,000,000. The North American Industry Classification Code (NAICS) for this procurement is 238210; size standard $14 Million applies. In accordance with FAR 52.204-7, Required Central Contractor Registration and in accordance with FAR 2.101, VAAR 802.101, VetBiz Registration, prospective firms must be registered in Central Contractor Registration (CCR) and in the VetBiz databases prior to award.
