- The U.S. Department of Energy (DOE), Energy Information Administration (EIA), Office of Integrated Analysis and Forecasting (OIAF), Oil and Gas Division, intends to solicit and negotiate a sole source contract with the Purvin & Gertz, Inc. for a 3-year subscription to the "U.S. and World Petroleum Refining Forecasts and Reports, 2010-2013.". The contract proposed period of performance is 08/03/2010 ? 08/02/2013. The specific reports that the contractor is responsible to provide include: The specific reports include "North American NGL Industry Outlook," "Global Petroleum Market Outlook," "World LPG Outlook," and "Crude Oil and Oils Sands Market Outlook." Based on years of review by EIA of internally consistent and comprehensive data and outlooks focused on the petroleum refining sector, the EIA?s Office of Integrated Analysis and Forecasting (OIAF), Energy Markets and End Use (EMEU) and Office of Oil and Gas (OOG) have all determined that highly valuable insights into current, near-term future and longer term projections of domestic and world refining operations are unique and can only be obtained from the Purvin & Gertz reports and are not available from any other source at that same level of detail and coverage. The value of this effort is estimated to be $190,000. The specific exemption to the Act allowing this action is 41 U.S.C 253(.c)(1), which allows an executive agency of the federal government to acquire property or services from one responsible source to satisfy the agency needs; the applicable authority is 10 U.S.C. 2304(c) (1) as implemented by FAR6.302-1(a) (2)(ii). The finding by EIA?s subject matter specialists arose from on-site presentations by and questioning of industry experts and through evaluations of previous editions of the reports. EIA has found that the petroleum refining sector has historically operated on extremely thin margins, as a rule, and that the market itself is international in nature. As a result, the opportunity for firms to provide detailed, accurate and comprehensive crude and product margin analysis and forecasts critical to that sector?s operations are limited. EIA?s subject matter specialists have had years of experience in reviewing products of this kind and found that this is the best source of information of this nature. Interested parties must submit a letter of interest and capability statement via email for consideration by July 9, 2010 to Brandon Powell at brandon.powell@hq.doe.gov. The North American Industry Classification System (NAICS) Code for this requirement is 541990. The written response must include a general technical proposal for performing the services mentioned in this announcement, past performance client information for similar work, resumes of individuals who would be potentially assigned to the work and a rationale why the your firm?s solution would be in the Government?s best interest.
