- This is a SOURCES SOUGHT NOTICE for market research purposes. THIS IS NOT A REQUEST FOR PROPOSALS. The National Institute of Standards and Technology (NIST) seeks information on commercial vendors that are capable of providing iris imaging systems. NIST has special interest in iris cameras that captures both eyes at the same time; previously this has required two separate image acquisitions. The key feature which makes this possible is automatic face-finding, and using the face image to precisely locate eye position. Biometric data play is an important role in identification, access control and security screening. While many biometrics have been proposed, only a handful have been demonstrated to be effective and workable. Iris imaging is among the more successful biometrics, and has steadily been gaining in prominence. Two features principally account for this: 1) iris imaging has been demonstrated to have high accuracy; and 2) it is minimally intrusive during data acquisition. As part of its mission to assess the state of the art in biometric identification, NIST has a strong interest in new biometric products/improvements, and in the creation and adherence to Published Standards affecting these. Adherence to published standards is important, as this has a strong impact upon the usability and portability/interoperability of the data. After results of this market research are obtained and analyzed and specifications are developed for iris imaging systems that can meet NIST's minimum requirements, NIST may conduct a competitive procurement and subsequently award a Purchase Order. If at least two qualified small businesses are identified during this market research stage, then any competitive procurement that resulted would be conducted as a small business set-aside. NIST is interested in procuring two (2) Iris Sensors with the following minimum technical capabilities: 1) Must capture both irises simultaneously via face-finding 2) Must adhere to the ISO image standard The reason for two (2) procurements is that: a) one of these must be a highly portable, hand-held system, while b) the second system must be a stationary (permanent emplacement) miniaturized system. 3) The portable hand-held system must have: a. Nominal physical dimensions of 6" x 4", or smaller b. Must collect a face image conforming to ISO/IEC 19794-5 geometric specifications c. Must collect ISO/IEC 19794-6 standards compliant iris images of both eyes d. Iris image capture distance should embrace the range 100 mm to 360 mm e. Iris image resolution must correspond to at least 100 pixels between eyes, or better f. Must have a USB interface to host computer g. Iris capture in two (2) seconds or less; complete transaction time in ten (10) seconds or less 4) The second, non-hand-held, system must have similar performance, though by giving up the hand-held feature, higher performance is to be expected: a. Physical dimensions: while not critical, a smaller and relatively unobtrusive unit is preferred b. Must collect a face image conforming to ISO/IEC 19794-5 geometric specifications c. Must collect ISO/IEC 19794-6 standards compliant iris images of both eyes d. Unit must be capable of functioning with subjects moving e. Must have an "enrollment on the fly" capability, and be able to process subjects in 4 seconds on a sustained basis f. Unit must be capable of imaging subjects at distances up to approximately 500mm NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 334119, as those domestic sources having 1,000 employees or less. Please include your company's size classification in any response to this notice. Companies that manufacture iris sensors, meeting the above referenced specifications, are requested to e-mail product literature and a letter describing their abilities to andrea.parekh@nist.gov no later than the response date for this sources-sought notice. The letter should include achievable specifications and any other information relevant to your product or capabilities. Also, the following information is requested to be provided as part of the response to this sources sought notice: 1. Name and business size of the company that manufactures the iris camera for which specifications are provided; 2. Name of company(ies) that are authorized to sell the iris camera, their addresses, and a point of contact for the company (name, phone number, fax number and email address); 3. Indication of number of days, after receipt of order that is typical for delivery of such iris cameras; 4. Indication of whether each instrument (including installation) for which specifications are sent to andrea.parekh@nist.gov are currently on one or more GSA Federal Supply Schedule contracts and, if so, the GSA FSS contract number(s); 5. Any other relevant information that is not listed above which the Government should consider in finalizing its market research.
