Description
This is a combined synopsis/solicitation for commercial supplies and services prepared in accordance with the format in Subpart 12.6 and Far Part 13 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation is being issued as Request for Quote# VA-246-10-RQ-0503. The solicitation document and incorporated provisions and clauses are those in effect through the most recent Federal Acquisition Circular. The NAICS Code is 511130. The Department of Veterans Affairs Medical Center, (Multiple Locations in VA, WV, and NC) has a requirement for pamphlets and intends to solicit quotes and award a firm fixed price contract. The contractor shall provide 51,000 pamphlets. The following provisions apply to this solicitation: 52.211-6 Brand Name or Equal, 52.212-1, Instructions to Offerors-Commercial, 52.212-4, Contract terms and Conditions-Commercial, Commercial Advertising, 852.271-70, 52.212-5, Contract Terms and Conditions required to Implement Statutes or Executive Orders-Commercial, including clauses incorporated by reference under Section b(1)(5)(11-16)(23-24). Bidders are to submit pricing. Process of determining contract award: award will be to the responsive, responsible bidder who can provide the Quick Series pamphlets or a product that meets or exceeds the Quick Series specifications. Information on an alternate product should be specific, concise, and complete and provide sufficient information to demonstrate the product's capacity to meet or exceed the requirements. There are two Quick Series pamphlets on this solicitation: (1) Women Veterans 25 FAQ, ISBN# 978-1-932144-97-0, 25,000 ea; (2) Women Veterans Health Services, ISBN# 978-1-933922-79-9, 25,000 ea to be delivered to Salem VA, Hampton VA, Richmond VA, Salisbury NC, Fayetteville NC, Durham NC, Asheville NC and Beckley WV. The information required in provisions 52.212-1, 52.212-2 and a completed copy of provisions 52.212-3, Offeror Representations and Certifications are to be provided with the quote. Bidders desiring to obtain copies of the reference provisions may contact this office or access clauses electronically at http://www.arnet.gov/far/or http://www.va.gov/oa&mm/vaar. Quotes, including price, must be received by June 29, 2010 at noon EST. Proposals shall be submitted to carol.goens@va.gov.
