Brand name Justification and Approval Brand name justification Solicitation Number: NFTTU00000174 Notice Type: Combined Synopsis/Solicitation SYNOPSIS: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is NFTTU00000174 and is a Request for Quotations (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-42. This acquisition is unrestricted set-aside acquisition for Fed Biz Ops. The North American Industry Classification System (NAICS) code is 332994, Small Arms Manufacturing, and the size standard is 1000. The Government anticipates awarding one firm fixed price purchase order for these items. Award will be made to the responsible Offeror, whose offer conforming to the solicitation is the lowest price, technically acceptable offer. (1) TECHNICAL ACCEPTABILITY. Provide documentation that shows the product offered is the brand name and part numbers required; Colt M4 Parts: 203ea SP63000 fire control selector 202ea SP63157 disconnector, semi 607ea SP61955 trigger, auto 591ea SP61657 trigger, spring 576ea SP62317 hammer and hammer pin retainer assembly 591ea SP61697 spring, hammer 387ea SP64987 carry handles 692ea SP64673 handguard assembly 25ea SP64524 rear sight 100ea SP63026 spring, disconnect 25ea SP64543 forward assist assembly 50ea SP62290 charging handle assembly 20ea SP61704 cam pin 100ea SP61654 hammer & trigger pin The brand name justification is attached as required by FAR 5.102(a) (6) and FAR 13.501(a) (ii). (2) PRICE. The firm fixed price shall include shipping/delivery charges - FOB Destination. The award will be issued using Simplified Acquisition Procedures in accordance with FAR Part 13. Vendors should include warranty terms and delivery times with their quote. Delivery to: DHS ICE National Firearms and Tactical Training Unit (NFTTU) Attn: J. David Davis, 320 E. Chestnut Avenue, Altoona, Pa 16601. The Government desires delivery of all parts 60 days ARO, but no later than 90 days ARO, and anticipates awarding a purchase order on or about late July, 2010. Inspection and Acceptance shall be at destination (parts shall be delivered to the destination at the expense of the contractor). Faxed and e-mailed quotes will be accepted. Faxed quotes may be sent to the attention of Mario Curiel at 214-905-5568 and e-mailed quotes may be sent to mario.curiel@dhs.gov. Contractors are responsible for verifying receipt of their quotes. All responsible sources interested in responding to this RFQ must respond no later than 3:00 PM Central Standard Time on July 21, 2010. FAR 52.252-2 Clauses Incorporated by Reference (Jan 1999). This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text.
