This announcement is hereby issued to Small Businesses (per the NAICS Code below). 8(a) Small Business, HUBZone Small Business, Small Businesses, and Service-Disabled Veteran-Owned Small Business concerns that may be interested in performing a contract for the Mid-Pacific Region of the Bureau of Reclamation. The work to be performed is described below. Based upon response to this announcement, the Government may determine to set this acquisition aside or proceed with an unrestricted solicitation. The applicable North American Industry Classification System (NAICS) Code is 813312 and the related small business size standard is $7 Million. This notice is not a request for proposals and the information presented in this announcement will not obligate the Bureau of Reclamation in any manner. Interested parties should include the following information in their response: (a) Business name, address, cage code, size classification based on NAICS size standard, socioeconomic classification (i.e. HUBZone and/or 8(a)), and a point of contact; (b) A positive statement of your intention to submit an offer for this solicitation as a prime contractor; (c) Evidence of your experience performing work similar in type and scope to the work in this announcement within the last five years. The evidence should include: contract numbers, project titles, dollar amounts and points of contacts with telephone numbers. The information provided in this announcement is the only information the Government has available at this time. There are no specifications, drawings, bid packages, or source lists available. Central Contractor Registration (CCR), as required by FAR 4.1102, applies to this procurement. Prospective contractors must be registered prior to award. Lack of registration in the CCR database will make an offeror ineligible for award. Information on CCR registration can be obtained via the Internet at http://www.ccr.gov. The ORCA must be completed prior to award. The principal components of the work to be performed include: BackgroundThe December 19, 2000 Record of Decision (ROD) for the Trinity River Mainstem Fishery Restoration Environmental Impact Statement/Impact Report (EIS/EIR) directed the Department of Interior to undertake an innovative and system-oriented approach to recovering the River's anadromous fish populations. The Trinity River Restoration Program (TRRP) was established to restore the attributes found in natural alluvial river systems on a managed river downstream of a dam. A combination of mechanical rehabilitation, sediment management, a naturalized flow release schedule, and adaptive environmental assessment and management (AEAM) will be used to reverse the impacts caused by decades of flow diversion on one of California's most significant rivers. In addition to recovery of naturally-spawning anadromous fish populations in the Trinity River, the TRRP also presents a unique opportunity to advance scientific understanding of managed river systems and the recovery processes of natural systems for broader application. The increase in aquatic and riparian habitat complexity predicted to result from implementation of localized site rehabilitation efforts, cumulative alluvial effects, and ROD flows are expected to benefit wildlife. Riparian and riverine birds were chosen as target species for monitoring wildlife responses to changes because they are good integrators of riparian and river condition, and can respond rapidly (1-2 years) to changes in habitat, while also serving as indicators of long-term (5-20 years) cumulative effects. The riverine wildlife have co-adapted with fish in response to a dynamic alluvial river system, respond to local habitat conditions for breeding success and survival, and are considered an easy and cost-effective wildlife community for monitoring. Objective The purpose of this project is to maintain environmental compliance within California's Department of Fish and Game regulations, at a minimum. This project will facilitate in determining the sampling level of effort required to accurately measure wildlife population changes in response to site rehabilitation implementation, flows, gravel augmentation, habitat development, and other management actions. This project will also provide longer term evaluation of changes in wildlife abundance and productivity as progress is made towards Program goals, as stated in the ROD and other supporting documents and legislation, to maintain and restore fish and wildlife populations. The project will also assist in evaluating success in establishing the amount and characteristics of riparian habitat that meet the needs of wildlife species for successful survival and reproduction. Wildlife studies will also provide input to site designs, provide feedback through monitoring on the success of combined restoration designs and flow schedules to create wildlife habitat and achieve predicted wildlife responses, provide input into flow decisions, particularly flow timing, as well as provide input into large woody debris management. WORK REQUIREMENTS Base Year Task 1Project ManagementContractor shall review the background materials listed under Applicable Publications and References and Technical Exhibits (will be provided during solicitation phase). Contractor shall attend up to two, one day meetings per year as directed by TRRP to present findings or coordinate on-going work with other program partners. The Contractor will furnish electronic copies of all material and presentations given at meetings, as well as a brief synopsis, within two days of each meeting. Task 2Riparian and Riverine Bird MonitoringContractor will provide all equipment, materials, and labor required to collect and analyze data to assess the impacts of implementation actions on riparian and riverine birds at the TRRP rehabilitation sites, in order to maintain environmental compliance within California's Department of Fish and Game regulations. Contractor shall design a sampling protocol to determine if Program actions will maintain or increase productivity and abundance of target riparian bird species in the Program area by increasing the complexity of riparian habitat from the water's edge to the upland boundary of the floodplain. For more details, refer to Section 3.6.1 of the Trinity River Restoration Program Integrated Assessment Plan, referenced under Applicable Publications and References. Riparian birds will be censused during the breeding and post-breeding seasons. Associated vegetation data will also be collected. Float surveys will be conducted to assess changes in abundance of riverine birds from Lewiston Dam to Douglas City. These surveys will contribute toward 1) assessing the response of riparian and riverine birds to channel restoration and revegetation; 2) evaluating the effectiveness of a 1:1 replacement of riparian habitat in maintaining riparian breeding resident and migrating birds; and 3) measuring the direct effects of construction on focal species of birds. Final requirements (e.g. location, timing, frequency, and method of monitoring and analysis) shall be determined jointly by the Contractor and TRRP.
