Penobscott River Atlantic Salmon Study Solicitation Synopsis: The Eastern Region Acquisition Division (ERAD) of the National Oceanic and Atmospheric Administration (NOAA) in Norfolk, VA is soliciting quotes, on behalf of the Protected Resources Division of the Northeast Fisheries Science Center (NEFSC) of the National Marine Fisheries Service (NMFS) for a priority research project relative to the development of desktop survival estimates for Atlantic salmon smolts and kelts in the Penobscot River, Maine at 15 dams. NMFS seeks to contract the development of desktop survival estimates for Atlantic salmon smolts and kelts in the Penobscot River, Maine at 15 dams (Table 1). The objective of this contract is the development of numerical survival distribution for Atlantic salmon smolts and kelts in the Penobscot River. The reports produced under this contract will use available, site-specific turbine system data, fish characteristics, and hydrological records to construct expected numerical distributions of Atlantic salmon survival at existing hydroelectric dams on the Penobscot River. These desktop survival analyses will include both direct mortality attributable to dam passage as well as delayed mortality based on available literature. Site-specific survival studies are available for some hydroelectric facilities in the Penobscot Basin. These studies have been summarized by Fay et al. (2006) and Holbrook (2007). However, the limitations of currently available data are significant and NMFS is seeking to inform its modeling efforts with the best available data through the implementation of this contract. The implementation of this contract will include a comparison of any site-specific survival studies to the expected survival distributions. In instances where the expected distribution is different than the site-specific data, the vendor will be required to provide a justification for the differences (flow, water temperature, fish behavior, dam operations, etc). This project only includes the compilation of existing data and information needed to develop numerical distributions of salmon smolt and kelt survival at existing hydroelectric facilities (Table 1) based upon: (1) Site-specific operations (number and type of turbines, head, wicket gate settings, etc.); (2) Station capacity and flow duration data; (3) Existing downstream fishway type and existing effectiveness data for those fishways; (4) Atlantic salmon life history factors (size, migration timing, etc.) The project does not require the collection of novel data. The majority of the contractor's time is expected to be spent reviewing existing literature and developing defensible survival distributions based on the available literature, synthesis of available data, and available characteristics of the environment (hydrography, temperature regimes, etc.), the fish (size, life history, etc.), and the physical characteristics of the various hydroelectric facilities (dam height, turbine types, wicket gate settings, downstream passage facilities, etc). Collection and synthesis of this information will require close coordination with numerous hydroelectric dam owners and natural resource agencies. (Sebec, Sebec River, 7253) NMFS anticipates significant changes in operation at up to five of these facilities. This is a 100% small business set aside. The North American Industry Classification System (NAICS) code for the acquisition is 541712. The small business size standard is 500 employees. NOAA anticipates 1 contract award as a result of this solicitation. The solicitation and proposed fixed price contract will be issued utilizing the test procedures identified in FAR Subpart 13.5, Test Program For Certain Commercial Items and will be evaluated on a best value basis wherein the following non-price factors (Factors 1 and 2), listed in descending order of importance, when combined, are significantly more important than price (Factor 3): Factor 1 - Experience, Factor 2 - Past Performance, Factor - Price.
