- This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using Federal Acquisition Regulation FAR Part 13.5, Test Program for Certain Commercial Items. This will be an acquisition under the authority of the test program for commercial items section 4202 of the Clinger-Cohen Act of 1996. The US Army Research, Development and Engineering Command Contracting Center, Aberdeen Installation Contracting Division, 4118 Susquehanna Avenue, Aberdeen, MD 21005 has a requirement to procure the following product and service: TAI will develop a software capability to incorporate data from the Sky Imaging Mapping System (SIMS) into the Multi-Service Electro Optic Signature (MuSES) model. TAI will also provide recommendations on the materiel properties specifications to be used for the models and provide recommendations on the optimum simulation parameters. TAI will review the physics-based models developed by Aberdeen Test Center (ATC) for accuracy and recommend modifications if necessary. Task 1 Incorporate Sky Imaging Mapping Data TAI will develop a software capability to incorporate data from SIMS into MUSES in order to provide for more precise inputs to the thermal models. ATC will provide sample SIMS data to TAI. Task 2 Materiel Properties TAI will provide recommendation on the materiel properties specifications to be used for target models developed by ATC. TAI will also provide recommendation on material and surface property characteristics to be used for the MuSES target model. Task 3 Simulation Parameters TAI will also provide recommendation on the optimum simulation parameters to improve MuSES target predictions. This effort will include written documentation on recommend parameters. TAI will provide support in the development of material paint files for the MuSES target models. TAI will provide training and support to ATC in the application of MuSES camouflage texture mapping feature. TAI will provide at least one (1) on site support at ATC. Task 4 Review Models for Accuracy TAI will review the physics based target models developed by ATC for accuracy and recommend modifications if necessary. ATC will provide TAI with the target model, meteorological and sky image data. Justification: The support is required to efficiently and effectively manage a multi-million dollar physics-based thermal signature target models to decrease reliance on contractors for this function. Thermo Analytics (TAI) is the developer of the Multi-Service Electro Optic Signature (MuSES) Model and is the only responsible source that can modify the software in order to incorporate SIMS data into MuSES. The software source code for MuSES is proprietary to TAI. The intended delivery date for the above mentioned requirement is July 6th, 2010 The Government intends to award a Firm-Fixed Price sole source contract to Thermo Analytics, Inc., 23440 Airparks Blvd., Calumet MI 49913-9233. This firm is the sole developer/manufacturer /distributor of the product. The associated North America Industry Classification System (NAICS) Code is 541712 and the Business Size Standard is 500 employees. All responses received within five business (5) days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 2:00 PM Eastern Daylight Time (EDT), July 2nd, 2010. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
