- Description
- The Department of Homeland Security (DHS), Office of Procurement Operations (OPO), intends to establish a bridge by issuing a modification under contract number DTFACT-04-C-00004 on the basis of other than full and open competition with Global Systems Technologies (GST). The work performed under the subject contract provides DHS Transportation Security Laboratory (TSL) with critical, mission related R&D support within the trace explosives and explosives simulant laboratories. The labs support TSL's core mission to enhance homeland security by performing research, development and validation of solutions to detect and mitigate the threat of explosive devices. TSL has a requirement for continuity of services, valued at $1,698,000 with a 7 month period of performance. GST is the incumbent on the subject contract and the only source that can continue supporting TSL's immediate needs with cleared (i.e. possess Secret clearance) and suitable (i.e. meet S&T suitability) subject matter experts who are technically capable to perform the critical R&D tasks in a timely manner. Otherwise, the Government will be without support from its primary trace explosives and explosives simulant research laboratory, pending award of the follow-on competitive RDT&E and Technical Support Services acquisition. This is a synopsis for information only. However, all responsible sources may submit a capability statement not to exceed 5 pages, which will be reviewed and considered by the Government. All capability statements shall be submitted to the Contract Specialist identified below no later than 2:00 pm ET on Friday, 9 July 2010.
