- THIS NOTICE IS FOR INFORMATION ONLY-The Health Resources and Services Administration (HRSA) intends to negotiate a on a SOLE SOURCE basis with Rural Health Resource Center, 600 East Superior Street, Duluth, MN 55802. The purpose of this procurement is to analyze fiscal year Small Rural Hospital Improvement Grant Program (SHIP) information/applications and develop an Annual Report and Congressional Report about the SHIP program. The purpose is to improve SHIP program management and performance by developing an Annual Report that describes the investments and activities of SHIP Program grantees (hospitals and State Officers of Rural Health) during the past grant cycle, while also making comparisons and identifying trends over the preceding years. This report will be used as the basis for the creation of a second and less detailed report to Congress. This procurement shall be processed in accordance with the Federal Acquisition Regulations (FAR) Part 13, Simplified Acquisitions. The period of performance for this project is a base year and four (4) option years. In accordance with FAR 13.106-1, Justification for Other Than Full and Open Competition is attached. The proposed contract action is for services for which the Government intends to solicit and negotiate with one source under the authority of FAR 13.106-1. Interested persons may identify their interest and capability to respond the requirement. This notice of intent is not a request for competitive proposals. However, all capability statements received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
