- DESC: Contracting Point of Contact: Clint Boyle, AFRL/PKMP, (505)853-3161. The Air Force Research Laboratory (AFRL), Phillips Research Site (PRS), Directed Entergy directorate (RD), Kirtland AFB, NM intends to award a sole source contract in accordance with FAR subpart 6.302-1 (a)(2)(iii) to AeroSoft, Blacksburg, VA. The project will be titled, "Physics Based Modeling of Diode Pumped Alkali Laser System". 1.0 OBJECTIVE 1.1 The specific objective of this task order is to implement additional models to the GASP DPAL solver in order to develop a complete, high-fidelity physics-based computer model of a DPAL system. 1.2 The developed computer models will be validated with experimental and analytical results and transitioned to the DPAL research community for use. 1.3 This new tool will be exercised for the evaluation and analysis of current low-power DPAL systems, as well as the design of future high-power DPAL concepts. 2.0 TECHNICAL TASK REQUIREMENTS 2.1 The contractor shall perform several computer models that enhance the current energetics DPAL models in the GASP CFD flow solver. Included in the modeling for the current task order will be as follows. 2.1.1 The contractor shall perform multiple flowing DPAL simulations using the DPAL GASP solver to provide optimal data on the gain medium. 2.1.2 The contractor shall perform optical DPAL simulations utilizing Wavetrain optical software to provide optimal data on optics. 2.1.3 The contractor shall work with the enhancements to the GASP DPAL model to perform calculations utilizing multiple gain sheets through the lasing medium to provide detailed physics of what is occurring. 2.2 The contractor shall perform verification and validation of the newly implemented models in the GASP DPAL solver through the comparison of results with experiment and analytic results. 2.2.1 The contractor shall not share any data provided to them without first getting approval from AFRL. 2.3 The contractor shall provide software updates for the High Performing Computing Modernization Program (HPCMP). 2.4 The contractor shall provide oversight of all development activities to ensure cost and schedule compliance in accordance with the basic contract. 2.4.1 The contractor shall submit monthly status reports. 2.4.2 The contractor shall submit monthly financial reports. 2.4.3 Final Technical Report. The report shall be a thorough analysis report no later than 90 days after contract ends. 3.0 Meetings 3.1 Frequent meetings will occur via telephone or email in order to monitor and direct progress under the direction of both parties. 4.0 Deliverables 4.1 The contractor shall submit monthly status reports. 4.2 The contractor shall submit monthly financial reports. 4.3 Final Technical Report. The report shall be a thorough analysis report due no later than 90 days after contract ends. 5.0 Project Duration 5.1 Total project length: 12 months. 5.2 Final report: 90 days after contract ends. A contract will be issued to AeroSoft provided other sources cannot provide the services at more favorable terms. Reference Solicitation No. FA9451-10-C-0313. Respondents are required to provide a statement of capability containing pertinent and specific information addressing the following areas: 1. Experience: An outline of projects previously performed relevant to the subject areas. 2. Personnel: Name, professional qualifications and specific experience of scientific, engineering and program management personnel who might be assigned to work in the areas of the subject effort. 3. Facilities: Availability and description of special facilities required to perform in the technical areas under consideration. Responses are limited to 10 pages including program plan, resumes, attachments, diagrams, etc. Any responses not addressing all requirements will be rejected. Submit responses to Clint Boyle, AFRL/PKMP, 2251 Maxwell Ave. SE, Kirtland AFB NM 87117-5773 no later than fifteen (15) calendar days after the date of this announcement by 12:00pm, Mountain Standard Time (MST). The proposed contract action is for supplies or services for which the Government intends to solicit and negotiated with only one source under authority of FAR 6.302-1(a)(2)(iii). This notice of intent is not a request for competitive proposals. However, all proposals received within thirty (30) calendar days after the publication date of this announcement will be considered by the Government. The determination of the Government not to compete this proposed contract action based upon the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This announcement under NAICS code 541712 is for small-business only. However, firms should indicate whether they are woman-owned, qualifying 8(a) businesses, certified HubZone small businesses, or historically black colleges, universities, and minority institutions (HBCU/MI).
