Description
The National Aeronautics and Space Administration (NASA) at the John F. KennedySpace Center (KSC) is seeking information about potential sources for the launch serviceof the Mars Atmosphere and Volatile EvolutioN (MAVEN) mission.NASA/KSC intends toprocure this launch service on a sole-source basis from United Launch Services, LLC (ULS)in Littleton, CO in accordance with 10 U.S.C. 2304(c)(1). At this point in time, ULS isthe only known responsible source that has demonstrated the launch service capabilityneeded to meet MAVEN mission requirements. Potential Offeror shall be a domestic launch service provider pursuant to Section 201 ofPublic Law 105-303 Commercial Space Act of 1998. Domestic launch service providershaving a demonstrated capability to meet or exceed the stated requirements are invited tosubmit capability packages, appropriate documentation and references. A demonstratedcapability includes at least one successful flight of the common launch vehicleconfiguration, in accordance with NASA Policy Directive (NPD) 8610.7D Launch ServicesRisk Mitigation Policy for NASA-Owned and/or NASA-Sponsored Payloads/Missions, requiredfor launch of the MAVEN spacecraft.Potential Offerors shall be ISO 9001/2000 certified (ISO 9001/2008 certified afterNovember 2010) by a registrar accredited by either the International Registrar ofCertified Auditors (IRCA) of the Registrar Accreditation Board (RAB). The potentialOfferor shall comply with this requirement by demonstrating that the corporation(s),corporate division(s), subsidiary(ies), joint venturer(s), partner(s), and/or any otherbusiness entity actually performing launch vehicle manufacture, payload/launch vehicleintegration, testing, and launch activities is/are ISO 9001/2000 certified (ISO 9001/2008certified after November 2010). This is a market research tool and will be used to determine capable launch serviceproviders prior to determining the method of acquisition and issuance of a Request forProposal (RFP). All interested parties are encouraged to respond. The NAICS code forthis action is 336414.MAVEN MISSION REQUIREMENTSLaunch Vehicle Performance:The launch vehicle shall deliver a 2550 kg spacecraft (SC) separated (wet) mass to aC3=12.1 km2/sec2.Launch Window:MAVEN will be launched during a 20-day launch window beginning November 18, 2013 andending on December 7, 2013.Trajectory/C3/Declination:MAVEN is injected directly into an interplanetary hyperbolic trajectory. Over the launchwindow, the MAVEN launch C3 varies from 12.1 to 9.4 km2/s2 and the declination of thelaunch asymptote (DLA) varies from 13 to 27 degrees. MAVEN Risk Classification:MAVEN is classified as a Class B payload, pursuant to NASA Procedural Requirements 8705.4Risk Classification for NASA Payloads.The launch vehicle must meet Category 3certification requirements per NPD 8610.7D prior to launch. Launch service providers supplying demonstrated capability to comply with and perform theaforementioned MAVEN launch service requirements may be subsequently provided furtherdetailed spacecraft information and a request for capabilities to meet those detailedspacecraft requirements.SPECIFIC INFORMATION SOLICITEDLaunch service providers having a demonstrated launch service capability and ability tomeet or exceed all aspects of the effort described herein are requested to submit acapabilities statement package demonstrating the ability to perform a launch service witha demonstrated common launch vehicle configuration consistent with the requirementslisted above. The cover letter provided with your submission shall include the followinginformation: Company name and address, company business size and business status (Large,Small, Small Disadvantaged, 8(a), Woman-Owned, Service-Disabled Veteran, HUBZone,business, or Historically Black Colleges and Universities), point-of-contact name, phonenumber, fax number, email address, and DUNS number. The capability statement packageshall address, at a minimum, the following:(1)Demonstrated launch service experience in accordance with NPD 8610.7D. Experience listed shall include contract number, organization supported, indication ofwhether prime or subcontractor, contract value, Government point of contact with currenttelephone number, a brief description of how the contract referenced relates to theservices described herein.(2)Explanation of your launch services capability (including vehicle modifications)to meet each of the MAVEN launch requirements provided above. This common launch vehicleconfiguration must have demonstrated capability. (3)A copy of the ISO Certification Certificate. RESPONSE INSTRUCTIONSThe capabilities statement and its cover letter must be submitted electronically to: bradley.smith@nasa.gov. The subject line for email submission should be MAVEN LaunchService Capability Statement. Responses must be received by July 9, 2010, no laterthan 4:00 p.m. local time. The submission shall be prepared in either PDF or MicrosoftWord. The capability statement package shall be no more than 10 pages in length. Moreover, the Government will not pay for the information submitted inresponse to this Notice, nor will the Government reimburse a potential Offeror for anycosts incurred to prepare responses to this request.NASA does not intend to post information or questions received in response to thisrequest to any website or public access location. NASA does not plan to respond to theindividual submittals.Failure to respond to this notice does not exclude any interested party from futureconsideration for any proposals which may be announced or solicited by NASA.
