- The U.S. Army Contracting Command, Joint Munitions & Lethality Contracting Center,Picatinny Arsenal, in support of the Project Manager Combat Ammunition Systems (PM-CAS), intends to issue a Sole Source modification for the production of an additional 60,000 each M795 Shock Attenuating Lifting Plugs. This modification shall be issued under the current contract W15QKN-09-P-0109 with J&M Machine Products, Inc., 1821 Manor Drive, Muskegon, MI 49441. This modification is intended to be issued using 10 U.S.C. 2304(c) (1) FAR 6.302-1(2), Only One Responsible Source. The intended modification will be a firm fixed price modification for an additional 60,000 each M795 Shock Attenuating Lifting Plugs with delivery beginning 60 days after award at a monthly delivery rate of 10,000 each. The 155mm, Highly Explosive (HE), M795 Projectile is comprised of three components: the Shell Body, the Wooden Pallet, and the Shock Attenuating Lifting Plug. The Shock Attenuating Lifting Plug is installed for transportation and handling purposes in the 155mm, HE, M795. Before firing, the plug is removed and a detonating fuse is installed in the nose of the projectile. The lifting plug acts as a shock absorber in the critical nose area of the projectile where high stress may occur. The plug has the design capability of bending under low stresses and breaking if the stresses become too high. Under high stress, the lifting plug will shear in a way that will prevent the fuse from being installed. The Shock Attenuating Lifting Plug renders the projectile safe and unusable if it is inadvertently subjected to a drop on its nose that exceeds design limits. The Lifting Plug is made from malleable iron casting (i.e. ASTM A47 or ASTM A602), with a 2.000-12 UNS thread, a flange diameter of approximately 3.80 inches and an outer loop diameter of approximately 1.80 inches. Funds are available for this acquisition. It is the intention of the Government to issue a modification which will address this effort to produce the additional 60,000 each M795 Shock Attenuating Lifting Plugs within 15 days of the release of this synopsis.
