- The US Department of Interior, through its Franchise Fund activity, Acquisition Services Directorate (AQD), is issuing this solicitation, Number N10PS18379 as a Request for Quote (RFQ) on behalf of the Defense Contract Audit Agency (DCAA). The contract will be awarded for a base year plus four option year periods. This is an acquisition for commercial services and will be conducted using the guidance in FAR 12. The applicable NAICS code is 541611, "Administrative Management and General Management Consulting Services". The small business size standard is $7.0 million. This acquisition is set-aside 100% for small businesses.PURPOSE OF CONTRACT: AF/A8XC is responsible for conducting the Air Force's "far-term" Title 10 Future Capabilities Game, and the overall exploration of alternative force structures and concepts SCOPE OF WORK: Plan, organize, execute, conduct and assess "far-term" Title 10 Futures Capabilities Game (FG) designed to affect future Air Force doctrine, force structure and employment concepts. The contractor shall: Supply administrative support for the Contested Domain Seminar to include developing a shared database for participants, invitations, participant RSVPs, registration, and security requirements for this event. Identify subject matter experts to aid the analysis and development of the operating environment. Develop a Contested Domain Seminar which will accommodate approximately 90 participants. Plan, program, and execute a 2-day Contested Domain Seminar in the Washington DC metropolitan area. The game must be conducted in a classified capable facility. A contested domain is defined as; a situation in which an entity, whether an individual, a non-state group or a state actor, may impede access to or deny control of or the use of one more of the domains (Air, Sea, Land, Space or Cyber) to conduct operations. Gather approved and supporting materials (classified to be government provided). Develop briefings from materials and garner support and approval from A8XC. Send invitations to selected individuals and track acceptance in a shared database (shared with A8XC). Distribute read-ahead materials to participants as approved by A8XC. Provide handouts to participants at the Seminar. Provide one highly qualified SME, rapporteur and PowerPoint briefing preparers for up to three breakout rooms to facilitate and assist in running the Contested Domain Seminar. Draft a detailed after action report and support follow-on analysis. All materials must be returned to A8XC upon completion of work. Evaluation of commercial items as identified in FAR Part 52.212-2 will be utilized in the selection of the firm offering the best value to the Government in terms of price and technical merit and whose performance is expected to best meet stated Government requirements. Accordingly, award will be made using best value source selection procedures incorporating tradeoffs between price and non-price factors. Award may be made without discussions.
