- Project work consists of the following major items of work: Construction of a new bridge and foundations (steel and concrete); contractor testing; clearing; new roadway excavation and embankment; paving; removal of existing steel culvert & concrete fish ladder; channel re-alignment and re-grading; placement of designed in-channel stream simulation material (specified commercial source rock); placement of woody debris; haul of excavated material; and seeding and mulching. This project is located on the Pacific Ranger District of the Olympic National Forest: Sections 3 & 4, Township 21 N, Range 9 W; and Sections 27,28,33,34 Township 22 N, R 9 W W.M., respectively near Humptulips Washington. It may be reached by traveling North from Hoquim, Washington, on HWY 101 for approximately 24 miles to Forest Service Road (FSR) No. 2200000 (Donkey Creek Road). Turn right from HWY 101 onto FSR 2200000, proceed on FSR 2200000 for approximately 7.5 miles to the junction with FSR 2303000, turn left onto FSR 2303000, and proceed approximately 1.5 miles to the beginning of the project. Period for performance is from July 01, 2011, to October 31, 2011. Project Manager is Mr. Shannon Henriquez, 360-956-2264. The Forest Service will proceed to issue a solicitation as a Request for Proposals (RFP) on or about July 21, 2010. This acquisition is 100 percent set-aside for small business concerns. The Forest Service will award a firm fixed-price contract to that responsible Offeror whose proposal, conforming to the solicitation, is fair and reasonable, and has been determined to be the best value to the Forest Service. Offers will be evaluated on: price; experience, past performance, managers & subcontractors, price realism, and a Level of Confidence Assessment Rating (LOCAR). The government estimated value is between $500,000 and $750,000. A bid bond is required. Performance and payment bonds are required for this project. Davis-Bacon wage rates apply to any resulting contract. The proposed contract-type is firm-fixed price. All responsible sources may submit an offer which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render an offeror ineligible for award.
