- Urban Indian Health TEC Urban Indian Health SOW This is a Request for Quotation prepared in accordance with FAR Part 13, as supplemented with additional information included with this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; A SEPARATE WRITTEN SOLICITATION WILL NOT BE ISSUED. QUOTES ARE BEING REQUESTED. The Centers for Medicare and Medicaid Services intends to award using Simplified Acquisition Procedures, a firm fixed priced purchase order for "Training Needs Assessment and Program Development for Urban Indian Health Programs," The purpose of this purchase order is to enhance national outreach and enrollment activities targeting American Indian and Alaska Natives. There is a widespread recognition that AIANs are under enrolled in CMS programs and that health disparities in the AIAN population are disproportionately large. Under the Recovery Act and the Children's Health Insurance Program Reauthorization Act, provisions had a significant impact on the Indian Health Care System. The North American Industry Classification System Code (NAICS) is 611430. The Statement of Work/Deliverables and Technical Evaluation Criteria are attached. Responses must be sent electronically in MS Word format to Lucille.Lee@cms.hhs.gov no later than 11:00am on July 6, 2010 to Lucille Lee. Responses shall be no more than 15 pages and shall include the following: 1) Soundness of Approach to CMS's Effort; 2) Personnel; 3) Past Performance information - relevant experience to perform the required service; 4) Management and 5) Cost. All responses will be evaluated on a best value basis. The government intends to award an order to the responsible offeror whose quotation offers the best combination of technical capabilities and proposed price; the best value (considering price and other factors). All responses/quotes submitted shall remain valid for a period of 180 days. For the purpose of establishing timely receipt of a quotation, the time will be established based upon the electronic submission. Interested parties must be able to affirm no conflicts of interest with parties involved in Medicare claims processing in light of the work identified in this Statement of Work. In the event that the vendor/government identifies a conflict or the appearance of a conflict, the vendor shall be responsible for providing a mitigation strategy that satisfies the government. In the event that the conflict cannot be resolved, the order cannot be awarded or an existing order may need to be terminated. Please submit proposals in whole dollar amounts only. ALL QUESTIONS MUST BE SUBMITTED ELECTRONICALLY BY JUNE 23, 2010. QUESTIONS WILL NOT BE ANSWERED BY TELEPHONE.
