Description
The work of this project includes the restoration of coastal dune habitat through removal of invasive plant species that compromise native habitat. The project site is located on 300 acres within the Point Reyes National Seashore just south of Abbotts Lagoon. This area of the park supports the habitat for rare plants, wildlife, and some of the largest remaining expanses of two rare native plant communities: American dune grass and beach pea. These sensitive habitats are imminently threatened by the presence and continued spread of two aggressive, nonnative, perennial species: European beachgrass and iceplant. The systematic removal of these two exotic species is the primary habitat restoration activity on the project site. European beachgrass and iceplant will be removed from the project site using mechanical and hand removal techniques. Various methods of mechanical removal may be employed to achieve the performance requirement of providing a three foot thick cap of clean soil that is free of the invasive plant species, and generally re-establishes the existing dune topography. The project goal is to remove these invasive species from approximately 135 acres of prime dune habitat in the 300-acre project site, while not impacting sensitive species and habitats. At the completion of construction, the Project Area should generally retain the range of elevations (crest of dune peaks) in both the foredunes and backdunes as existed prior to restoration. Due to the presence of multiple listed and sensitive plant and animal species, this project contains a series of Sensitive Resource Areas or wildlife avoidance zones, where work is either prohibited altogether or put under certain restrictions during certain time periods. For these reasons, certain construction activities must be conducted within specific time windows. In addition to environmental restrictions, access to the project area will occur across a working cattle ranch, and certain measures will need to be taken to ensure no impact to ranching operations. After exotic plant removal is complete, blowout areas will be enhanced either by creating new blowouts or widening and lowering existing blowouts. Staging areas and temporary access roads will also be removed at the end of construction, and the ground restored to original grades and condition. The project range is estimated to be between $1,000,000 and $5,000,000, including all construction and related activities. Construction is anticipated to start in October 2010, and all work will be completed no later than July 29, 2011. The Request for Proposal will be available on/about July 6, 2010 by electronic means only and can be downloaded along with all related attachments from the FedBizOpps site at http://www.fbo.gov or directly from the Department of Interior website at http://ideasec.nbc.gov. The RFP will close 30 days from the actual date of issuance. The Contractor is responsible for periodically checking the website for any Amendments that may be issued prior to the closing date of the RFP. This acquisition is being solicited under the Small Business Competitiveness Demonstration Program Act of 1988 (Title VII, Public Law 100-656) and is unrestricted (full and open competition). All responsible sources may submit a proposal which, if timely received, will be considered. The NPS welcomes the participation of small, minority, women, and disabled veteran owned business enterprises capable of fulfilling this requirement. The NAICS code is 238910 and the small business size standard is $14.0 Million.
