Description
SECTION L - INSTRUCTIONS TO OFFERORS This is a request for proposal solicitation. Award will be based upon the best value to the government. The non-price factors,which include the items under "Technical Proposals" below as well as past performance, are approximately equal in value to the price. To be considered for award, contractors must submit a technical proposal, past performance references, and pricing information. Proposals must be separated into 2 envelopes: (1) Technical Proposal, addressing the following six selection factors: A) Conformation, B) Demeanor, C) Training, D) Health, and E) Satisfaction guaranty, and F) Past performance references. (2) Price Proposal for each animal offered. Offerors may submit proposals on multiple horses and/or mules with separate pricing by animal. If more than one horse or mule is being offered, a technical proposal for each animal must be included TECHNICAL PROPOSALS: Technical proposals must include a photograph of each horse or mule offered, taken within 30 days of the submittal. Vendor must submit a description of the animal that addresses each of the selection factors in detail. 1) Conformation: Vendor must provide detailed description of the animal's conformation characteristics such as shape of chest, withers, back, legs, feet etc. as well as the animal's age, weight, height, color and sex. 2) Demeanor: Vendor must provide an honest and detailed description of the animals' demeanor in many different situations - such as when being approached, haltered, saddled, groomed, shoed, loaded on a trailer, etc. 3) Training: Vendor must provide a detailed description of the training given to the animal and what they are capable of performing. This should include description of their responses to being saddled, responses to cues to stop, back-up, turn right or left at different gaits, types of riders and terrain ridden. Additional information shall be provided for pack stock (Mules) that describes in detail the responses of the animal to being loaded and unloaded, the types of loads packed, in what kind of terrain and performance of the animal in a pack string. 4) Health: Vendor shall provide detailed description of the animal's medical history, including any injuries or illness, shots or vaccinations, medications provided, etc. Vendor shall also provide certification by a veterinarian, within the last year, that the animal is sound and in good health. 5) Satisfaction guaranty: Technical proposal must describe how the vendor will guaranty the satisfaction of the government if the animal is found to be unacceptable due to factors that were not evident at the time of award or were not fully disclosed by the vendor. The guaranty shall provide for the exchange of the unacceptable animal for a different animal that the government deems acceptable or the return of the animal to the vendor at no cost to the government within a specified time period. 6) Past Performance References: Vendor shall provide contact information, including name, phone number, and e-mail, if available, from 3 recent similar sales of animals. Proposals are due by COB July 9, 2010. Proposals may be mailed to Kris O'Neil at Rocky Mountain National Park, 1000 Hwy 36, Estes Park, CO 80517; or hand delivered to Kris O'Neil at the Warehouse on Utility Road near the Beaver Meadows Visitor Center on Hwy 36. After preliminary review of the proposals, the government reserves the right to inspect the animals prior to final selection. Vendors will be contacted to establish a time and place for the inspection. If inspection is not feasible the government reserves the right to contact the vendor by phone to obtain more detailed information about the animal such as would be obtained during an inspection. Successful offeror must be registered at the following 2 websites before award can be made: www.ccr.gov; and https://orca.bpn.gov. The government intends to make award without discussions.
