Description
Conduct Electrical Training Class at Dyess AFB, TX This is a combined synopsis/solicitation for electrical training prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation is issued for Request for Quotations (RFQ) #F1R31A0138A003. This solicitation document & incorporated provisions & clauses are those in effect through Federal Acquisition Circular 97-13. The NAICS Code is 611519 with a size standard of $7.0 million dollars. Offers are based on all or none selection process. Dyess AFB, TX has the following requirements: 1) The purchase will be for an Electrical Training class offered on mandatory dates only from 20-23 Sep 2010, two days each for back-to-back two-day courses. 2) Must include in the price: 30 sets of training materials and all supplemental class text. 3) Must provide on-line ACE exam for all students at end of each class and completion certificates. 4) There must be three new copies of National Fire Protection Association (NFPA) 70E 2009 left for base property to keep as a reference. 5) Price must include all instructor travel and per diem. 6) Second training class on 2008 National Electric Code (NEC) training and High Voltage Electrical Safety training must be on mandatory dates only from 20-23 Sep 10, two days each for back-to-back two-day courses. No other substitutes or alternate dates will be allowed or any additional software/hardware required to login and access the database other than what is currently authorized on government computers. 7) Provide 30 sets of material and all supplemental class text. 8) Must provide on-line ACE exam (NEC only) for all students at end of each class and completion certificates. 9) Price must include all instructor travel and per diem. Provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. FAR 52.212-2, Evaluation-Commercial Items, applies to this acquisition. This award will be made on the basis of lowest cost, technically acceptable. Clause at 52.212-4, contract Terms and Conditions-Commercial Items, applies to this acquisition. Clause at 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition, and the following FAR clauses are cited: 52.225-13, Restrictions on Certain Foreign Purchases; 52.219-28, Post-Award Small Business Program Rerepresentation; 52.222-3, Convict Labor; 52.222-21, Prohibition of Segregated Facilities; Clause at FAR 52.222-19, Child Labor; FAR 52.222-26, Equal Opportunity; FAR 52.222-42, Statement of Equivalent Rates For Federal Hire; FAR 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration.
