- This SOURCES SOUGHT NOTICE (SS) is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the DHHS/Food and Drug Administration (FDA). The purpose of this SS is to identify qualified small business concerns [including Small Disadvantaged Businesses (SDB). Women-owned Small Business (WOSB), Historically Underutilized Business Zone (HUBZone) Small Businesses, Veteran-owned Small Businesses (VOSB) and Service-Disabled Veteran-owned Small Businesses (SDVOSB)] that are interested in and capable of providing the equipment/product described below. The FDA does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted. As a result of this Sources Sought notice, the FDA may issue a Request for Quote (RFQ). THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. However, should such a requirement materialize, no basis for claims against FDA shall arise as a result of a response to this Sources Sought notice or the FDA’s use of such information as either a part of our evaluation process or in developing specifications for any subsequent requirement. The FDA is seeking capability statements from all eligible small business concerns {particularly Small Disadvantaged Businesses (SDB), Women-owned Small Businesses (WOSB), Historically Underutilized Business Zone (HUBZone) Small Businesses), Veteran-owned Small Businesses (VOSB), and Service-Disabled Veteran-owned Small Businesses (SDVOSB)] under NAICS 334517 with a size standard of 500 employees. Based on the responses received from this Sources Sought announcement, the proposed acquisition may be solicited as a Total Small Business Set-Aside. All eligible small business concerns responding to this Sources Sought announcement must have the capabilities to provide the products listed below within 180 days after receipt of order and be able to provide installation and maintain the equipment. PRODUCT DESCRIPTION SALIENT CHARACTERISTICS: Basic System must consist of: 1.Ceretom extended reach bed for Focus 220 PAT 2.Inveon Research Workstation 3.Pharmacokinetic Modeling package 4.Visualization Workstation System must have the following characteristics.The CereTom Bed must be physically adaptable and compatible with and existing Siemens FOBUS 220 microPET currently in use at the NCTR..The Bed must be adjustable to the FOV (Field of View) for the FOCUS 220 microPET and to an adjacent CereTom CT scanner for scanning and imaging of small animals (rats, mice and small non-human primates)..The companion Inveon Research Workstation must present multimodality image review, fusion and analysis packages designed to enable efficient research, producing repeatable and reliable analysis results..Standard software to allow the researcher to import and manage data from the PET and optional CT scanner..The optional Pharmacokinetic Modeling must provide a range of standard pharmacokinetic models that totally integrate within= the kinetic analysis workflow allowing analysis of one or more regions of interest with the same model simultaneously. Additionally, some of the models of the pharmacokinetic models will be used to generate parametric images from dynamic data sets..The system shall include a visualization workstation to allow the researcher to employ 64-bit software architecture platform to support display and analysis of large image volumes. The platform shall display up to 8GBytes datasets required for high resolution microPET imaging. Interested potential offerors are encouraged to respond to this notice. However, be advised that generic capability statements are not sufficient for effective evaluation of respondents’ capacity and capability to provide the required specified equipment. Interested offerors should submit their capability statements not exceeding fifteen (15) pages in length, excluding standard brochures. Potential contractors must indicate business size, proof of any set-aside certification and company’s DUNS number and provide a contact name, the mailing address, phone number, email address of point of contact and reference 1072627. Identification of the firm’s GSA Schedule contract(s) by number and SINs that are applicable to this potential requirement are also requested.
